General Position Summary :
The Idaho Supreme Court is seeking a technical, highly motivated, experienced candidate for the IT Cloud Architect position to proactively and holistically lead cloud architecture activities, to include the creation of deliverables that guide the direction, development, and management of the Idaho Courts' technologies. This person will support the Judicial Branch of the State of Idaho to understand, predict, and respond with technological responses to disruptive forces and targeted business outcomes. This role will lead and coordinate all aspects of the Business, Information / Data, Application, and technical domains. Partnering with the CISO to develop integrated cyber security requirements and solutions is part of this role. The Cloud Architect will provide the leadership, facilitation, analysis and design required for the development of the cloud architecture. This role is responsible for helping court leaders enable their future-state business capabilities that, in turn, drive the organization's targeted business outcomes through the choice of initiatives in which the organization chooses to invest. This will include facilitating and orchestrating the delivery of targeted business outcomes through technical decisions. This person will also assist the technical organization in understanding how best to improve, troubleshoot, and stabilize existing technologies to achieve current business demands.
This position will have many learning and training opportunities to plan, advise, and advance our technology stack, keep the courts up to date and stay current in technology. This position will work within the Information Division with more than 40 IT teammates. The position reports to the Chief Information Officer.
Major Duties and Responsibilities

- Works with trial court representatives, peer divisions, and IT domain leads to analyze the infrastructure needs, capacity requirements, and performance expectations, then translating those requirements into cloud infrastructure designs;
- Presents gap analyses and / or IT roadmaps that reflect the status of the existing cloud investment, selecting appropriate cloud services, defining system topology, and ensuring scalability, reliability, and security;
- Leads the development of strategies for migrating on-premises systems or applications to the cloud, based on court requirements, including assessing feasibility, identifying risks and implementing migration plans with minimal disruption;
- Understands technology trends and the practical application of cloud models to enable new and evolving court needs;
- Leads the analysis of the current cloud environment to detect critical deficiencies and recommends solutions for improvement;
- Provides recommendations on security best practices and compliance controls in cloud environments, including data encryption, identity and access management (IAM), network security, and compliance with the ISC's security framework;
- Develops automation scripts, templates, and workflows to streamline provisioning, configuration, and management of cloud resources, leveraging tools like Terraform, Ansible, or CloudFormation;
- Develops continuous monitoring process and makes optimization recommendations for the cloud infrastructure performance, identifying bottlenecks, and developing solutions to improve scalability, availability, and performance;
- Facilitates a collaborative relationship across product owners and agile development teams;
- Collaborates with agile teams to ensure consistency with the cloud architecture, as well as to leverage on-premise and shared technologies, tools and processes that ensure a positive court experience;
- Helps define and track metrics to measure and demonstrate value of cloud platforms;
- Identifies opportunities to optimize cloud costs through efficient resource allocation, utilization monitoring, and leveraging cost-saving features offered by cloud providers;
- Collaborates with business constituents, project teams and staff in various IT functional areas as needed to fulfill the responsibilities described above;
- Communicates technical concepts and recommendations effectively to both technical and non-technical audiences;
- Performs other duties as assigned.
