VP of Regulatory Affairs

Mission :

The VP of Regulatory Affairs leverages exceptional strategic thinking and problem-solving skills to ensure IDEA remains in the highest standing with authorizing agencies and regulators. The VP navigates complexity, gauges organizational risks, and drives solutions with multiple stakeholders, both within and outside the organization, to meet organizational goals. Inherent to the role is the ability to establish an organizational vision and to implement it in a continuously changing environment.

The VP of Regulatory Affairs understands and keeps abreast of local and national policies and trends that affect the organization and shape stakeholders’ views, is aware of the organization’s impact on the external environment and quickly activates staff to resolve emergent issues in the face of shifting and competing organizational priorities. Moreover, the VP demonstrates skilled judgment in analyzing risk in the organizational context to ensure execution and accountability for teams, while meeting requirements and efficiencies within IDEA’s frameworks.

The Vice President of Regulatory Affairs inspires IDEA stakeholders to envision authorizer relations as “bridge-building,” and works closely with the Executive Team and divisions across the organization to drive action, ensuring that infrastructure at the campus, regional, and headquarters levels work in sync to meet regulatory requirements efficiently and effectively. S / he develops the ability of others to perform and contribute to the organization by providing ongoing feedback and opportunities to learn through formal and informal methods. To that end, the VP encourages creative tension and differences of opinion, while facilitating cooperation and motivating team members to accomplish group goals.

Furthermore, the VP leads cross-functional teams to prepare key deliverables for IDEA authorizers, including among others, expansion amendments, charter renewal applications, and presentations. The VP meets organizational goals and stakeholder expectations by making decisions that produce high-quality results that apply technical knowledge, analytical reasoning, and risk calculations. S / he holds self and others accountable for measurable high-quality, timely, and cost-effective results while determining objectives, setting priorities, and delegating work.

Supervisory Responsibilities :

  • Directly manages Program Project Manager, Director of Regulatory Affairs, Director of Special Education Legal Projects, and Director of Authorizer Compliance. Other managerial responsibilities as assigned.

Location :

This is a full-time remote position based in Texas with preference given to candidates who live in Austin, El Paso, Houston, Permian Basin (Midland / Odessa), Rio Grande Valley, San Antonio, and Tarrant County (Fort Worth), or who are willing to relocate.

Travel Expectations :

  • Must be willing to travel on average 10% of the time (across the network)
  • What You’ll Do – Accountabilities

    Essential Duties :

  • Ensure IDEA entities remain in good standing with authorizers and regulators
  • Build culture of continuous improvement and corrective action accountabilities
  • Execute effective communication of regulatory changes and support implementation
  • Model IDEA values
  • Additional Duties and Responsibilities :

  • Build and champion a culture of compliance in the organization where divisions own and understand the requirements that are within and / or related to their scope
  • Build and implement systems for inspecting compliance related to regulatory submissions, including but not limited to compliance submission calendar and the attestation committee
  • Design and implement regular communication mechanism with internal and external stakeholders, including the boards of directors, to share successes and pathways to improvement regarding regulatory requirements
  • Support CEO / Superintendent and Schools Team in regulatory matters with a focus on reducing risk to the organization
  • Manage Director to engage with Special Programs Team and external legal counsel to analyze, respond to, and address complaints and prevent future matters of the same
  • Manage regular and / or annual review of projects, including but not limited to the student handbook, district website posting requirements, and authorizer directories
  • Build frameworks to celebrate and recognize significant wins, accomplishments and gains related to regulatory expectations
  • Implement processes for gathering, analyzing, and using data for informed decision-making
  • Build internal frameworks for corrective action so that internally identified matters are addressed and monitored for initial and ongoing implementation
  • Compile and analyze data trends around state reporting, complaint matters, and legal spending to drive corrective action
  • Manage the project planning of corrective action items brought to IDEA’s attention by regulators with various internal teams
  • Build and execute systems of reporting so that IDEA can identify trends, define accountabilities, and adjust practices accordingly
  • Model curiosity and solutions-orientation to facilitate teams in problem-identification and resource allocation processes regarding regulatory changes and implementation
  • Develop cohesive partnership with the External Affairs team to understand potential legislative updates, share potential risks and then, once potential bills become law, mobilize internal stakeholders to effective and efficient implementation, including partnership with board services on law that necessitates new or updated board policy
  • Deliver effective professional development across a range of staff
  • Attend external meetings during and following the legislative session, as appropriate, to gather key information and resources for IDEA to implement new requirements
  • Audit implementation to ensure compliance with new requirement
  • Give, receive, and implement feedback from peers, team members, other departments, and the field regarding change management processes

  • Knowledge of federal and state regulations as they relate to charter schools as well as the structures of local education governing bodies
  • Extensive experience with project development, management, and evaluation
  • Capacity to influence senior leaders
  • Ability to foster relationships with partners from charter organizations and advocacy groups
  • Skills in effective adult learning, facilitation, and training
  • Data-driven decision making with the ability to structure ambiguity into actionable plans
  • Demonstrated understanding of the functions, processes, and challenges of managing schools
  • Experience with the Public Education Information Management System (PEIMS)
  • Required experience :

  • Education :  Bachelor’s degree required, master’s degree in applicable field preferred
  • Experience : 10 years of full-time professional experience required; 3 years of full-time people management required; experience managing managers preferred
  • Experience in public education, charter schools, preferred
  • Experience with project management and designing programs on robust platforms (., Wrike) preferred

    Compensation & Benefits :

    Salaries for people entering this role typically fall between $131,000 and $158,500, commensurate with relevant experience and qualifications and in alignment with internal equity.This role is also eligible for performance pay based on organizational performance and goal attainment.
