General Job Description
The Pre-Construction Specialist (Pre-Con Specialist) plays a critical role in the planning, coordination, and preparation phases of construction projects.
This position involves working closely with architects, engineers, contractors, and clients to ensure that a project is well-defined, scoped, and set up for successful execution.
The Pre-Con Specialist is responsible for providing detailed cost estimates, schedules, procurement plans, and other essential pre-construction services that lay the groundwork for project success.
Pre-Construction Planning :
Collaborate with project teams, including architects, engineers, and design professionals, to review project plans and specifications.
Analyze project scope and requirements to develop a clear understanding of the project objectives and constraints.Assist with the selection and qualification of contractors, suppliers, and vendors.
Budgeting and Cost Estimation :
Prepare detailed and accurate cost estimates for labor, materials, and other project resources.Conduct value engineering exercises to optimize cost-effective solutions and improve project budgets.
Ensure that cost estimates are aligned with the project’s scope, schedule, and design requirements.Identify and mitigate potential cost overruns before the construction phase begins.
Scheduling and Project Coordination :
Develop and maintain pre-construction project schedules, outlining key milestones and timelines for project execution.Work with stakeholders to identify potential project delays and develop mitigation strategies.
Coordinate pre-construction activities, including permitting, environmental reviews, and site evaluations.
Risk Management and Compliance :
Identify potential risks during the pre-construction phase and work with the project team to develop risk management plans.
Ensure compliance with all applicable local, state, and federal regulations, codes, and standards during pre-construction planning.
Oversee the preparation and submission of necessary permits and regulatory approvals.
Client and Stakeholder Communication :
Provide regular updates on project status, changes, and risks.Assist with client meetings and presentations to clarify project scope, budget, and schedules.
Documentation and Reporting :
Compile and maintain comprehensive pre-construction documentation, including bid packages, cost estimates, contracts, and schedule reports.
Assist in preparing bid proposals and contracts, ensuring all relevant project details are included.Provide input and feedback to design and engineering teams based on project cost, schedule, and feasibility.
Procurement and Subcontractor Management :
Oversee the procurement of materials and services, ensuring that the process follows the established budget and schedule.
Develop and issue Requests for Proposals (RFPs) to subcontractors, evaluate bids, and recommend selection of subcontractors.
Ensure subcontractors understand the project scope and schedule before construction begins.

Specific Qualifications
Experience :
Experience with project estimating software (., Procore, Buildertrend, or similar tools) is preferred.Knowledge of building codes, construction standards, and permitting processes.
Experience working with subcontractors, suppliers, and clients in a pre-construction environment.
Skills & Abilities :
Strong organizational and multitasking skills.Excellent communication skills, both verbal and written.Proficient in Microsoft Office Suite, with advanced Excel skills.
Strong analytical and problem-solving skills.Ability to work independently and as part of a team.Knowledge of safety standards and regulations.
Work Environment :
- Primarily office-based with occasional site visits for project evaluations, inspections, and meetings.
- May require travel to job sites or client meetings.
- May involve working extended hours to meet project deadlines.
