About the Budget Division: We are a small, cohesive team with a significant impact on operations.  The division provides financial and contractual assistance to several DoS Bureaus, Departments, Posts, and Financial Service Centers, both locally and internationally.  The division manages and executes a $73 million program using a variety of one-year, multi-year, and no-year appropriations.

A Day in the Life as a Voucher Examiner:  The Budget Analyst balances accounts, daily; processes and records obligations; reviews and processes travel; manages PSU’s Labor Hour Contract; manages and funds Local Employment (LE) staff payroll and overtime; manages and processes reimbursements; performs budgetary analysis and develops forecasts; briefs leadership on program execution, trends, and forecasts.

Job Description: Lead Budget Analyst for Post Support Unit (PSU).  Performs a variety of accounting and budgetary activities in order to manage and execute PSU’s $14M program. Responsible for budget formulation, justification, and execution. Serves as alternate Accountant and Diplomatic Program Budget Analyst, as required.  

Qualifications:

•    A four-year degree from an accredited university or college, preferred.

•    Experience with accounting and financial systems.

•    Familiar with appropriations law and fiscal monetary regulations and guidance.

•    Proficient with Microsoft office products (Word, Excel, Power Point, Teams, and Outlook).

•    Possess the skills and knowledge to use various computer applications and software, including word processing, spreadsheets, and database management systems.

Preferred Skills

•    Experience working with Federal agencies; DoS or U.S. Embassy experience highly desired.

•    Experience with DoS financial systems.

Security Clearance Requirement

• All contractors supporting this Department must possess or obtain up to a Top-Secret security clearance.  

Work Schedule 

• The employee will work an 8-hour shift with a non-compensated 45-minute lunch.
• This is currently a hybrid position with 3 days teleworking and a minimum of 2 days on-site (this is subject to change).
