Blended Concessional Finance (BF) is a key tool in the execution of IFC’s 3.0 strategy Creating Markets. Partnerships and Blended Finance Department has a mandate to raise, manage, and deploy funds from the external contributors, including for advisory, upstream, and blended finance operations. Within the Department, Blended Finance New Business and Portfolio (CBFNP) division is responsible for adequate fundraising, management, and deployment of BF funds.
As of today, CBFNP manages a pool of contributor funds of over USD 7 billion, with expectation of continued rapid growth of funds under management. This includes oversight of investments under the IDA Private Sector Window (PSW), which mobilizes private investment in challenging markets by de-risking IFC and MIGA projects. BF funds support IFC’s engagement in the most developmentally impactful areas: IDA and FCS countries, climate, infrastructure, gender, and others. These funds are co-invested on concessional terms alongside IFC's own resources, enabling projects that would not otherwise take place otherwise.
The PSW includes facilities such as the Blended Finance Facility (BFF), Local Currency Facility (LCF), and Risk Mitigation Facility (RMF), collectively supporting high-impact investments in eligible countries. Following the IDA21 Replenishment, the PSW has secured $2.5 billion, complemented by a $500 million Concessional Capital Window (CCW) from IFC, bringing the total to $3.2 billion for IDA 21 cycle (FY26–FY28). The CCW will also have other sub-windows to support the delivery of IFC’s commitments across various priorities.
The IFC IDA PSW and CCW Coordination Unit oversees collaboration with various World Bank Group units, facility managers, donors, and stakeholders, while managing analytics, reporting, communications, and knowledge sharing.
CBFNP is seeking an Extended Term Consultant (ETC) to contribute to the implementation, portfolio review, knowledge management, and monitoring & evaluation of the IDA21 PSW and CCW. This role offers a unique opportunity to gain cross-sectoral experience on impactful transactions and collaborate with IFC teams, regional colleagues, AIMM economists, and World Bank/MIGA counterparts. The ETC will report to the Senior Operations Officer in IFC’s PSW and CCW Coordination Unit.

- Implementation of the IDA21 PSW and CCW: Support the drafting of investment guidelines, implementation of the CCW and its alignment with the PSW, information package/presentation for Operations, reporting on results and other inputs as needed.
- Facility Management: Support the PSW and CCW Coordination Leads in the management of the individual PSW facilities and CCW sub-windows (eg monitoring country, sectoral and facility caps), update PSW and CCW operational guidance for new investments and portfolio, and the PSW and CCW reporting requirements.
- Briefs, thematic notes and outreach: Prepare briefs, responses and support the preparation of ad-hoc reports, support drafting of any other reports, thematic notes, with a focus on PSW and CCW activities and pipeline opportunities.
- Project support: Under the guidance of the PSW and CCW Coordination Leads and relevant BF Investment Officers, participate in the processing of PSW projects, especially in FCS contexts, provide specific inputs into project processing documentation, and project modification documentation during portfolio supervision.
- Development impact: Support the review of results and development impact of IDA PSW and CCW supported projects in IDA and FCS for the IDA 20 PSW End Review and other internal and external documents. Contribute to a repository of development impact narratives and results.
- Knowledge management: Help to develop relevant knowledge management and communications materials for internal or external audiences relating to Blended Finance/PSW/CCW and FCS/Forced Displacement issues, including talking points, lessons, case studies and internal training documents. Capture lessons learned of PSW and CCW project meetings. Support in the preparation and delivery of IDA PSW facility and CCW, and specific technical discussions as needed.
- Support to other BF facilities: Support additional BF facilities as needed on fundraising and facility management.
- Bachelor's degree in a relevant discipline (business, finance, economics, international development); Master’s degree is a plus. At least 3 years of relevant experience.
- Must have demonstrated ability to methodically and efficiently synthesize large volumes of information from diverse sources to compile data, prepare quantitative and qualitative management reports and present concepts, ideas, etc. for presentation to senior management.
- Strong analytical and problem-solving skills; sound business judgment to identify issues and present creative and practical solutions; ability to perform medium-level complexity calculations and modeling.
- Excellent computer skills and ability to use standard technology packages, including the Microsoft Office suite (Word, Excel, PowerPoint); and web content management.
- Proven writing and editing skills and strong command of English, with an ability to convey complex ideas in a clear, direct and lively manner. Ability to design and deliver effective ppt presentations and create other materials such as infographics with focus on their graphic design.
- Productive and comfortable at multi-tasking, with the capacity to work under pressure; capable of initiative and working independently under limited supervision.
- Experience with international organizations, bilateral agencies and donors, including a good understanding of IFC, its mission and activities.
- Relevant experience in IFC investment operations and its strategic priorities (e.g. climate, gender, food security, etc.) is a plus.
- Good team player who can build good relationships and support colleagues to complete projects and various reporting commitments within tight deadlines.
