Private sector development is essential to the promotion of successful and sustainable economies in low- and middle-income countries around the world. Infrastructure plays a key role in sustained economic growth by providing critical public services to the citizens in a country as well as a platform for efficient operation of businesses that create jobs. The private sector plays an increasingly important role in the financing and delivery of infrastructure and public services, including through Public-Private Partnerships (PPPs).

IFC’s Transaction Advisory Services Department (CTA) Is Housed In The IFC Cross Cutting Solutions Vice Presidency And Consists Of Two Business Lines

  • PPP Transaction Advisory (C3P) offering transaction advisory services to governments to design and structure PPP transactions in infrastructure to help client governments partner with the private sector to deliver affordable and high-quality infrastructure.
  • Corporate Finance Services (CFS) has two product offerings: (1) M&A Advisory: supporting investment departments in business development and creating investment opportunities; (2) Equity Mobilization Program (EMP): supporting third party equity mobilization alongside IFC.

The CTA Department is looking for a seasoned Senior Investment Officer to join the Global HQ PPP team. This role will involve promoting the growth of the PPP advisory business and supporting its overall management. A key task will be to lead the knowledge management activities for PPPs, and to facilitate best practices and lessons learned across the regional PPP teams. These activities are estimated to require a level of dedication equivalent to 50% of effort. The candidate will also support CTA operations and strategy, including branding and visibility. This is estimated to require about 20% of effort. The remaining effort, will, over time, expand to support business development and execution of PPP Transactions globally. The candidate will report to the Global Head of Operations/Principal Investment Officer and will be based in Washington, D.C.

The duties and accountabilities of the Senior Investment Officer include but are not limited to the following key responsibilities:

Knowledge Management

  • Maintain a centralized repository of CTA’s knowledge and experience (35 years) by compiling and curating important resources, such as pitchbooks, best practices, toolkits, technical guidelines, templates, and lessons learned from project work.
  • Implement innovative solutions by using digital platforms and tools to streamline information exchange, promote common/best practices, and enhance collaboration across all regional teams.
  • Establish processes for content review, updates, and retirement of outdated resources.
  • Facilitate knowledge-sharing sessions, webinars, and workshops to disseminate insights and foster collaboration among team members.
  • Collaborate with other departments (WB, Infra, MAS, etc.) to leverage broader organizational learning initiatives and integrate PPP knowledge across the institution.

CTA Strategy and Operations

  • Support development and implementation of short-, medium- and long-term strategic initiatives to enable the growth of the CTA business (PPP and Corporate Finance Advisory) with the goal of increasing CTA’s contribution to IFC’s 2030 ambitions. These include but are not limited to:
  • Support development of CTA strategy and Strengthen branding and awareness of CTA’s work and experience
  • Participate in developing strategies to promote common practices and standards and implementation of risk controls in the delivery of PPP projects.

Execution of PPP advisory projects

  • Origination and execution of financial advisory mandates including business development, interactions with clients, supervising consultant hiring, preparing and delivering presentations, overseeing financial modeling and due diligence, transaction structuring, drafting bidding documents and managing bidding processes, as well as interacting with investors.
  • Undertake project scoping to assess feasibility of potential projects, and lead the origination and marketing activities, e.g., supervision of proposal preparation, mandate negotiation with clients, etc.
  • Lead the day-to-day management of project teams working on sell-side PPP mandates, including review of legal and technical outputs, documentation and financial models;
  • Prepare/review memos and documentation for internal approval and consultant procurement processes, as well as managing project budget;
  • Manage different types of consultants e.g., legal and technical and review their outputs, documentation and financial models;
  • Develop transaction structure options for PPP projects, provide innovative solutions and present recommendations to management and clients;
  • Participate/Lead meetings with government clients and investors;
  • Organize and manage the tendering process of projects, including marketing of projects, prequalification, requests for qualification, project award and the final negotiation of project agreements leading to commercial close.

Selection Criteria

  • Masters degree in Finance, Economics, Business Administration, Public Policy, or a related field.
  • Minimum of 8 years of experience in investment banking, project finance, or PPP advisory services. Specific sector knowledge in transport, power, health or energy is preferred.
  • Strong understanding of PPP frameworks, financial modeling, and project structuring.
  • Proven track record of successfully closing PPP transactions.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to work effectively in a multicultural and multidisciplinary team environment.
  • Fluency in English; knowledge of other languages is an asset.
