IFES is seeking to hire an experienced Electoral Legal Expert to provide technical and electoral legal advisory support for IFES programming in Serbia. Specific duties will include technical assistance, legal analysis support, drafting legal proposals and progress monitoring. This position will be a part-time consultant engagement.
PRIMARY FUNCTION/PURPOSE:
Under the supervision of the IFES Country Director, the Electoral Legal Expert will be responsible to:
- Provide technical input on key electoral legal advisory activities, including on electoral reform, political finance and anti-corruption, and other electoral process related activities;
- Serve as subject matter expert on electoral legal matters related to election laws, rules, regulations and?procedures, including election dispute resolution;
- Provide research, analysis, advice and written and verbal presentations on electoral legal matters;
- Support development and delivery of training programs to election administration and stakeholders focused on legal analysis and development components;
- Provide support during meetings and special events/activities, prepare and assemble briefing materials as directed;
- Conduct comparative legal research and analysis to help design support in program development process;
- Other related tasks as needed.

The Electoral Legal Expert will provide the following deliverables, as needed:
- Research and draft papers;
- Briefing materials;
- Programmatic inputs;
- Training materials;
- Participation in meetings.
POSITION REQUIREMENTS:
- Bachelor's in law or higher degree;
- Minimum 8 years of professional experience in relevant field is required, with at least four years in legal advisory and/or analysis;
- Experience in broader electoral reform and institutional capacity building processes will be considered an advantage;
- Native Serbian language speaker; fluency in spoken and written English.
