Job Overview
The Solid Waste Manager oversees the entire solid waste management process, including collection, transportation, and disposal. This role ensures compliance with regulations, promotes sustainable practices, and manages budgets, personnel, and public relations.
Responsibilities
- Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for the pickup, transport, and disposal of residential waste and recycled materials; schedules and dispatches crew and provides technical assistance to resolve problems.
- * Establishes schedules and methods for providing solid waste services, including the reassignment of work and coordinating fill-in drivers; identifies resource needs; reviews needs with appropriate management staff; and allocates resources accordingly.
- * Participates in the development, implementation, and compliance of goals, objectives, policies, and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures.
- * Participates in the selection of assigned solid waste staff; manages employee training and development, prepares detailed employee evaluation to identify areas of improvement and recognize exceptional work performance, and recommends disciplinary actions as appropriate.
- * Participates in the preparation and administration of assigned program budget; submits budget recommendations; monitors expenditures.
- * Monitors route and ensures procedures are completed satisfactorily and thoroughly and in compliance with Tribal policies and procedures; responds to and resolves complex work-related or equipment operating problems.
- * Responds to accidents and injuries and coordinates completion of necessary paperwork as necessary; oversees, coordinates and conducts tailgate and safety meetings.
- * Ensuring that activities are carried out safely and efficiently; ensuring that solid waste operations and activities comply with appropriate policies and procedures.
Experience
- Operations, services, materials, and activities of a solid waste collection program. * Operational characteristics and maintenance of different types of refuse/recycling vehicles, loaders and other standard equipment.
- * Tribal policies and procedures in refuse collection, disposal, and recycling.
- * Effective methods and procedures for scheduling and assigning crews in collection and disposal.
- * Principles of supervision, training, performance evaluation, and progressive disciplinary approaches.
- * Basic principles and practices of budget preparation and administration.
- * Principles of business letter writing and basic report preparation. * Auxiliary mechanical equipment carried on heavy vehicles.
- * Traffic laws, ordinances, and rules involved in heavy truck operations. * Occupational hazards and standard safety practices related to the operation of a wide variety of refuse collection vehicles and equipment.
- * Principles and practices of project design and cost estimating.
- * Principles of mathematics and record keeping.
- * Office procedures, methods, and equipment, including computers and applicable software applications.
- * Pertinent Tribal, federal, state, and local laws, rules, and regulations..
