About the position:
The Illinois Board of Higher Education (IBHE) is seeking a Business Analyst, reporting to the Senior Associate Director of Accountability & Research.
This is a covered position under the State Universities Civil Service System.
The IL Board of Higher Education (IBHE) is responsible for extensive data collection, analysis, and reporting to ensure the higher education system in support of statewide goals. The Business Analyst provides the foundation for this analysis by documenting business requirements across business units and identifying insufficient systems processes; responsible for developing user requirements for IBHE data systems, writing SQL for the data warehouse and summary tables.

Major Duties and Responsibilities
- Identifies business needs and determines solutions to business problems:
- Performs business requirements analysis, workflow analysis, and works with users to write functional specifications; Collects business requirements from subject matter experts (SME’s) in order to create user requirements
- Analyzes and models data to create clear specifications, translating business needs into technical requirements; Documents reporting requirements across business units and identifies substandard systems processes through evaluation of data
- Acts as the liaison between the user and the technical team and provides support throughout the development life cycle; Performs, evaluates, and communicates thorough quality assurance at every stage of system development
- Guides and participates in user acceptance testing to ensure the developed solutions meet business needs and requirements
- Serves as thought leader for technical business processes, developing systems prototypes that promote increased efficiency and productivity
- Other duties as assigned, within scope of position
Education and Experience
1. High school diploma or equivalent.
2. Any one or any combination totaling two (2) years (24 months) from the following categories:
- College coursework which includes Information Technology (IT), IT Management, Programming, IT systems, or a closely related discipline, as measured by the following conversion table or its proportional equivalent:
- 30 semester hours equals one (1) year (12 months)
- Associate’s Degree (60 semester hours) equals eighteen months (18 months)
- 90 semester hours equals two (2) years (24 months)
- Bachelor’s Degree (120 semester hours) equals three (3) years (36 months)
- Work experience in IT-related functions, such as hardware/software support, programming, network design, network engineering, IT systems integration, or closely related field
Required
- Minimum of one (1) year of combined experience as a business analyst, data modeler, or other data analysis related role
- Experience in the design, development, and implementation of streamlined or automated reporting solutions
- Proficiency using Structured Query Language (SQL) including experience creating moderately complex statements
- Experience creating a project plan
Knowledge, Skills, and Abilities
- Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature
- Proven business analytical abilities
