The Glenbard Wastewater Authority (“the Authority”) is seeking qualified candidates for the full-time position of Assistant Executive Director. The purpose of this position is to directly oversee the day-to-day management of the Authority’s capital improvement construction projects and related functions; and assist with preparing the Authority’s multi-year Capital Improvement budget. In addition, the position directly supervises the laboratory services and environmental resources staff and operations; administers the safety and loss control programs and serves as purchasing coordinator; and provides highly responsible and complex administrative support to the Authority’s Executive Director, as well as other related duties as assigned.

ESSENTIAL FUNCTIONS :

  • Manages, schedules, and monitors complex municipal wastewater plant infrastructure projects and tracks project budgets. Prepares comprehensive reports.
  • Reviews design drawings, specifications, cost estimates, and all related contract documents for a variety of infrastructure improvement projects.
  • Provides day-to-day oversight of construction projects, documents construction activities, and processes progress payments, construction change orders, and claims.
  • Makes decisions and / or provides input and recommendations on design, land development, or construction issues.
  • Solicits, coordinates, and reviews work of professional consulting firms and contractors engaged in infrastructure related studies, designs, and construction oversight.
  • Assists in the development and coordination of the Authority’s multi-year Capital Improvement Program (“CIP”), including developing project descriptions, preliminary budgets, and schedules.
  • Makes presentations to the Authority’s Executive Oversight Committee and Full Board regarding progress and planning relating to the multi-year Capital Improvement Program (“CIP”).
  • Direct supervision of laboratory services and environmental services staff, ensuring permit compliance; reviews work in progress; evaluates performance of assigned staff, serving as coach, mentor and facilitator for individuals and work teams.
  • Coordinates activities with other divisions, municipalities, and outside agencies to manage various permits, plan reviews, etc. for various projects.
  • Serves as purchasing coordinator, reviewing, and issuing bid packets and Requests for Proposals, and reviewing and recommending purchases requiring approvals.
  • Serves as risk manager for the agency, arranging and scheduling safety training, staffing the Employee Safety Committee, updating policies, and managing claims in coordination with Glen Ellyn staff.
  • Conducts and / or participates in public hearings and commission meetings, as needed, to explain program plans, provide subject matter expertise, and solicit input from the public and / or elected and appointed officials.
  • Responds to public complaints regarding infrastructure projects and initiatives.
  • Assists Executive Director with activities, operations, and services related to budget, administration, staff development and operations. Seeks and supports continual improvement related to program outputs.
  • Serves as Acting Director in Executive Director’s absence.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

QUALIFICATION REQUIREMENTS :

  • A Professional Engineer (PE) with registration in the State of Illinois is preferred.
  • Must have minimum three (3) years of increasingly responsible experience in infrastructure design and construction engineering.
  • Minimum of three (3) years of experience supervising and managing the work of contractors, consultants and / or in-house professionals is preferred.
  • An equivalent combination of training and experience which demonstrates the required knowledge, skills and abilities will be considered.
  • Knowledge of laws, regulations, and practices related to the municipal engineering and construction. Previous field engineering / construction inspection experience is required.
  • Valid driver’s license required at time of hire.
  • Must be a self-starter, and possess the ability to communicate effectively, both orally and in writing, with a variety of stakeholders (e.g. residents, employees, senior management, and elected officials).
  • Proven ability to think quickly on their feet and be able to use good judgment in effectively defining and solving problems.
  • Must also be able to effectively delegate and prioritize work.
  • The ability to prepare and present analyses and status of capital budgets and expenditures, and various engineering-related project reports.
  • Must have outstanding project management skills.
  • Candidates must be computer savvy, and have excellent MS Office software skills (e.g. Word, Excel, Outlook). GIS and CAD skills are a plus.
  • General work schedule is 7 : 00 a.m. to 3 : 30 p.m. Monday through Friday. Additional hours will be required from time to time depending on project workload.

    SALARY / BENEFITS :

    This is a full-time, exempt position with full benefits and participation in the Illinois Municipal Retirement Fund (IMRF), a defined benefit retirement plan. Our comprehensive benefits package also includes health, dental, and vision insurance, life / AD&D coverage, flexible spending, transit, a 457 deferred compensation plan, paid time off, a wellness incentive program, and tuition reimbursement. Actual starting salary is negotiable, and will be dependent upon qualifications, experience, and professional achievement. The current salary range for this position is $110,146 to $154,204 (Grade S). Anticipated starting salary is / - $132,175.
