Bilingual skills welcome.Essential Functions 25% Subject to administrative approval of the Department of Innovation & Technology (DoIT) Secretary, serves as Chief Data Officer for the State of Illinois : Serves as a principal strategist and policy-making official with DoIT regarding the setting and managing of the governmental data effort including, but not limited to, coordinating how the State of Illinois offers Application Program Interfaces (APIs), utilizes data to support decision and policy making.Develops public data products and implements strategy to create a more data and analytics driven statewide culture to better serve State of Illinois constituents.Drives the use of emerging technologies to support the best processes for increased data availability and data sharing.Conducts site visits to meet with agencies, state and federal officials, etc., to discuss data related needs / requirements including reporting dashboards, data visualization, etc.20% Under direction of the State Chief Information Officer / DoIT Secretary works closely with the Chief Enterprise Architect and Chief Technology Officer to design, standardize and implement the vision for how data will be managed and utilized throughout the enterprise : Determines and directs how Illinois addresses data as an asset, considering its creation, storage, access and reuse over the life of any given data set while maintaining accuracy and security of the data.Drives the focus on decreasing the cost of managing data and increasing the value of the State’s data.Leads efforts to automate data collection by state agencies.Develops and implements standard data operating procedures, data accountability policies, data quality standards, data privacy policies and ethical policies.Speaks on behalf of the agency and the DoIT Secretary at meetings, conferences and other public functions.20% Directs and lead enterprise-wide efforts to track data collections, data purchases, databases, physical data models, and linkages between datasets : Collaborates with the Chief Enterprise Architect, Chief Technology Officer, DoIT leadership and multiple governmental entities to lead a continuous evolution toward the elimination of data silos, improvement of enterprise-wide access and shared use of data internally and externally.Researches and reviews existing datasets of State agencies to publish for public use.Designs a model for a central inventory of data collection points and datasets.15% Determines and implements the vision and environment for improving the availability, accuracy, quality, consistency, accessibility, security and timeliness of data and how it is measured : Leads enterprise-wide data working groups to facilitate application and database design coordination.Drives emphasis on data analytics to support enhanced information availability, reduction in data redundancy and associated access to valuable metrics supporting rapid and effective policy-making across the State of Illinois.10% Serves as full-line supervisor : Assigns and reviews work.Provides guidance and training to assigned staff.Reassigns staff to meet day-to-day operating needs.Establishes annual goals and objectives.Approves time off.Effectively recommends and imposes discipline up to and including discharge.Prepares and signs performance evaluations.Determines and recommends staffing needs.5% Develops, aligns and standardizes data models : Assists in the creation of data architecture modeling and best practices for designing and building databases.Researches and evaluates best practices.5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four (4) years of college in computer science, information technology or a related field with coursework in applied and computational statistics, text and data mining, artificial intelligence, and other relevant subjects.Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in computer science, information technology or a related field.Requires four (4) years of experience supervising a team of IT professionals.Preferred Qualifications Four (4) years of experience leading a data management team in a large organization.Four (4) years of experience in policy making related to data, data management and data governance.Ability to work with structured and unstructured data and evaluate use of emerging technologies.Two (2) years of experience managing a team developing database models and analytics.Extensive knowledge of database management systems and structures.Extensive knowledge of project management and team leadership.Four (4) years of professional experience modeling business objects and operationalizing data governance.Ability to develop and maintain collaborative working relationships.Developed verbal and written communication skills.Employment Conditions NOTE : Applicants must possess the ability to meet ALL of the following conditions
