Essential Functions
- Under general direction, serves as the Information Systems Auditor-in-Charge for the Department of Innovation & Technology (DoIT) conducting complex Information Technology audits through conducting tests of major systems and modifications to systems.
- Performs and reviews audit segments and risk assessments to determine whether projects reported by agencies meet the statutory definition of major projects that have significant impact on DoIT’s performance.
- Provides input to the Chief Internal Auditor in the preparation of audit procedures, development of the annual audit plan, and audit manuals and policies used by division staff.
- Continues education through formal and in-house training and confers with audit professionals to increase knowledge in audit practice and technique and in programmatic activities of assigned agencies.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with coursework in auditing, business management, public administration, economics, accounting, management information systems or related fields.
- Requires three (3) years of professional Information Technology (IT) auditing experience.
- Requires certification as a Certified Information Systems Auditor (CISA).
- Four (4) years of professional experience conducting IT audits, assessing internal controls, and ensuring compliance with industry standards such as COBIT5, ISACA auditing standards, NIST standards and relevant federal and state regulations.
- Four (4) years of professional experience conducting system testing and evaluating modifications to ensure data confidentiality, integrity, and availability, with the ability to assess internal control structures, identify deficiencies or material weaknesses, and ensure compliance with industry standards and regulatory requirements.
- Four (4) years professional experience preparing audit reports, drafting findings, maintaining audit documentation, and conducting exit conferences to discuss results with stakeholders.
- Three (3) years of experience leading entrance conferences to outline audit objectives, scope, and procedures with agency personnel.
- Two (2) years of experience utilizing automated audit software, Enterprise Resource Planning Systems (ERP) systems, and accounting programs to compile and analyze audit information efficiently.
- Ability to apply IT governance and security frameworks, evaluate internal controls, and recommend improvements to enhance security, development processes, and oversight practices.
- Ability to assist in developing audit procedures, annual audit plans, and audit policies, providing input to enhance audit effectiveness and compliance with organizational standards.
- Ability to coordinate the activities of work associates to achieve desired results.
- Ability to establish and maintain effective working relationships with agency officials, auditors, and stakeholders, while clearly communicating technical audit findings and recommendations both verbally and in writing
- Certified Internal Auditor Certificate (CIA) or Certified Public Accountant Certificate (CPA)
