Essential Functions
- Under direction, serves as the Senior Accountant to the Comptroller performing complex accounting and auditing work and special projects, including but not limited to, the review and maintenance of departmental funds, grants accounts (DoIT Special Projects Fund) for the Department of Innovation & Technology (DoIT).
- Prepares, summarizes, examines, and reconciles fiscal reports.
- Assists in the preparation, examination, reconciliation, and analysis of complex statements and reports including internal statements, ledgers, journals, schedules and reports using various automated and manual systems which produce financial data used for planning, evaluating and forecasting.
- Prepares responses to fiscal/financial reporting inquiries from internal and external sources such as Comptroller, other agencies, Governor’s Office of Management & Budget (GOMB) and entities conducting business with DoIT.
- Performs development, testing, and implementation of enhancements to existing and new systems.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in business administration and accounting.
- Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control, or public accounting.
Preferred Qualifications (In Order Of Significance)
- Two (2) years of professional experience with State of IL accounting systems such as the SAP system, the Accounting Information System (AIS) and State Accounting Management Systems (SAMS), or similar systems.
- Two (2) years of professional experience independently performing complex accounting and auditing work involving the maintenance of departmental/company funds, including grants accounts.
- Two (2) years of professional experience assisting in the preparation of internal statements, ledgers, journals, schedules, and reports to produce financial data used for planning, evaluating, and forecasting.
- Extensive knowledge of Governmental Accounting and GAAP principles.
- Extensive knowledge of accounting and auditing theory, principles, methods and procedures.
- Extensive knowledge of laws, rules and regulations relating to state or non-state accounting or auditing procedures.
- Working knowledge of Microsoft Office products including proficiency in Excel spreadsheet development and Access database applications.
- Ability to evaluate the more difficult accounting problems and records and to interpret complex accounting records.
- Ability to maintain satisfactory working relationships with others.
- Developed verbal and written communication skills to present information to others with clarity and precision.
