35% 1. Serves as the Director of Human Resources for the Illinois Department of Early Childhood:
Serves as the principal policy formulating administrator for the management process of the Departments human resources, labor relations an employee benefits (HR/LR/EB) programs statewide with the authority to commit the agency to a course of action necessary to accomplish agency mission, goals, and objectives.
Develops, implements, and interprets policies and procedures governing the agencys HR/LR/EB programs; and establishes long and short-term strategic goals and priorities for HR/LR/EB programs.
Develops, implements, and updates policies and procedures governing the agencys utilization of human resources information systems (HRIS) and personnel records management.
Directs and controls the operations of the agencys HR/LR/EB programs.
Monitors procedures to ensure effective and efficient operation of the agencys HR/LR/EB programs; and reviews and evaluates their program effectiveness.
30%4. Administers the agencys Human Resources (HR) program:
Directs and controls the operations of the agencys HR programs which includes administration of the following services: Administers and monitors the agencys full cycle recruiting program from pre-recruitment planning, to sourcing, to the evaluation of applicants, to interview and selection, to hiring, to onboarding, to post-recruitment evaluation.
Administers and monitors the agencys performance evaluation program and responds to agency manager/supervisor to requests for guidance concerning the evaluation process.
Administers and monitors the agencys compliance with personnel transactions rules and regulations and corrects non-compliance.
Administers and monitors the acquisition of temporary personnel via temporary employment services and/or personal services contracts.
Administers and leads agency talent acquisition and retention initiatives.
Provides guidance and consulting to agency managers/supervisors concerning staff performance, productivity management, performance improvement plan, and progressive and corrective discipline.
Serves as the agencys EEO/AA Officer (Equal Employment Opportunity/Affirmative Action) officer and is responsible for the development, updating and implementation of the agencys affirmative action plan.
Administers and monitors agency compliance with the personnel code and CMS (Central Management Services) concerning personnel transactions and the comprehensive hiring plan.
Monitors procedures to ensure effective and efficient operation of the agencys Human Resources program; and reviews and evaluates their program effectiveness.
Develops, prepares, and submits an annual operating budget for the Human Resources program.
10%5. Administers the agencys Labor Relations (LR) program:
Serves as the spokesperson and agencywide Director of the LR program; develops, implements, and interprets policies and procedures governing the agencys LR program; and establishes long and short-term strategic goals and priorities for the LR program.
Directs and controls the operations of the agencys LR programs which includes administration of the following services: Administers and coordinates agencywide intake and advancement of grievances to ensure response timeliness and compliance with appropriate bargaining unit provisions.
Administers and coordinates guidance and assistance to agency managers and supervisors on compliance with collective bargaining agreements and fair labor practices.
Represents the agency in negotiations, discussions and grievances with union officials including, but not limited to labor relations meetings and grievance hearings, etc.
Represents the agency at statewide labor relations meetings and in collective bargaining meetings.
Monitors procedures to ensure effective and efficient operation of the agencys LR program; and reviews and evaluates their program effectiveness.
Develops, prepares, and submits an annual operating budget for the LR program.
5%3. Administers the agencys Employee Benefits (EB) program:
Serves as the agencywide Director of the EB program; develops, implements, and interprets policies and procedures governing the agencys EB program; and establishes long and short-term strategic goals and priorities for the EB program.
Directs and controls the operations of the agencys EB programs which includes administration of the following services: Administers and monitors the agencys implementation of the Deferred Compensation program.
Administers and monitors the agencys implementation of the Group Insurance Benefits programs.
Administers and monitors the agencys implementation of the Be Well Illinois program.
Administers and monitors the agencys implementation of leave of absence programs and FMLA.
Monitors procedures to ensure effective and efficient operation of the agencys EB program; and reviews and evaluates their program effectiveness.
Develops, prepares, and submits an annual operating budget for the EB program.
10% 6. Supervises staff assigned to the Human Resources, Labor Relations, and Employee Benefits programs:
Assigns and reviews work.
Provides guidance and training to assigned staff.
Counsels staff regarding work performance.
Reassigns staff to meet day-to-day operating needs.
Establishes annual goals and objectives.
Approves/disapproves time off requests.
Adjusts first level grievances.
Effectively recommends and imposes discipline, up to and including discharge.
Prepares and signs performance evaluations.
Determines staff needs.
5% 9. Represents the Department in internal and external agency meetings.
5% 10. Performs other duties for the Secretary as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires a bachelors degree.
2. Requires four (4) years of progressively responsible administrative experience in a public or business organization in a related area such as human resources, labor relations, law.
Preferred Qualifications
1. Extensive knowledge of State of Illinois programs and operational systems.
2. Ability to clearly communicate ideas, methods, and principles, both verbally and in writing.
3. Ability to develop, implement and evaluate new and revised methods, procedures and performance standards.
4. Ability to exercise judgement and discretion in developing, implementing and interpreting departmental policies and procedures.
5. Ability to develop and manage a supportive agency program.
6. Ability to develop and maintain cooperative working relationships.
CONDITIONS OF EMPLOYMENT
1. Requires the ability to pass a background check.
2. Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
3. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
4. Requires the ability to utilize and maintain state issued equipment such as a cell phone, laptop, etc.
