PUBLIC SERVICE ADMINISTRATOR, OPTION 2
GAMING FINANCE ANALYST
Essential Functions
- Independently, and/or as team leaders, reviews and processes requests from owner licensees for proposed changes to their Internal Control System (ICS).
- Conducts difficult and complex audits.
- Confers both verbally and in writing with owner licensees in revolving questions relative to internal control changes.
- Serves as a working supervisor, leading an audit team.
- Serves as assistant to the Division Manager.
- Prepares detailed reports, summaries, graphs and charts of studies and audit findings, including conclusions drawn and recommendations.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, with courses in auditing, business management, public administration, economics, computer science, accounting or other related subjects.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization with accounting, finance or auditing experience or completion of the internal auditor trainee program.
Conditions of Employment
- Requires the ability to pass IGB background investigation (background check).
- Requires a valid driver’s license and ability to travel.
- Requires the ability to work overtime.
- Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest, other than a passive interest in a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
- Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
- Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.
Preferred Qualifications
- Prefers completion of Internal Auditor training as an Internal Auditor Trainee.
- Prefers five (5) years of progressively responsible administrative experience in a public or private organization with accounting, finance or auditing experience.
- Prefers three (3) or more year’s working knowledge of accounting and audit theory and procedures.
- Prefers three (3) years' experience developing audit guidelines and basic working knowledge of the Gaming Board’s programs, policies and regulations.
- Prefers three (3) years of working experience with management principles and techniques, including organization, management, program accountability governmental operations and systems analysis.
- Prefers three (3) years of working experience with strong conceptual, communication, comprehension, interpersonal and analytical skills.
- Prefers three (3) years of experience using Microsoft programs including Excel, Word, Outlook, and Power Point or any other tracking or case management software.
