Job Overview

The Illinois Environmental Protection Agency (IEPA) is seeking a qualified individual to serve as an Information Systems Analyst I, Option C, (Lead Data Scientist) in the Information Management and Assessment Coordination (IMAC) Unit, in the Surface Water Section, Bureau of Water, Division of Water Pollution Control, located in Springfield, IL. The ideal candidate will possess strong leadership and communication skills to oversee and coordinate IMAC Unit activities concerning the data management, data analysis, and assessment activities which support all Surface Water Section monitoring programs.

Essential Functions

  • As the lead data scientist for the Surface Water Section: Oversees and coordinates the management of surfacewater
    monitoring information, from collection to assessment, through various computer applications/databases.
  • Develops and recommends new hardware and software to provide surface-water monitoring and assessment
    information, associated geospatial information, and related explanatory information to Illinois EPA staff and non-
    Illinois-EPA users in a format that facilitates statistical analysis, interpretation, and practical application.
  • Develops products to provide raw or summarized data or promote data sharing for data users within the Surface
    Water Section, other Illinois EPA sections, external partners, or the public.
  • Coordinates the development of new technologies used for data collection in the field.
  • Provides training and creates training materials to instruct staff in the appropriate use of hardware or software.
  • Attends and participates in meetings and keeps current on relevant policies and procedures.
  • Performs other duties, as required or assigned, that are reasonably within the scope of duties described above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to four years of college with course

work in computer science or directly related fields.

  • Requires one year of professional experience in a related Information Technology field.

Specialized Skills

  • Requires one year of experience applying Illinois water quality standards to determine designated use attainment status for

all designated uses and all water body types to meet reporting requirements of the U.S. federal Clean Water Act;

  • Requires one year of experience in communicating both in writing and verbally to interpret, present, and formally report on

resource condition of surface waters to meet requirements of the U.S. federal Clean Water Act;

  • Requires one year of experience conducting statistical analysis of natural resources related data sets; utilizing open-source

statistical-analysis software (e.g., R, Python), including performing statistical analyses, and creating data visualizations;
producing detailed scientific reports of water-resource monitoring for diverse audiences; managing databases using database
structure, logic, and business rules;

  • Requires one year of experience in utilizing software and new technologies for data collection, automating data analysis

and other processes using programs including ArcGIS and other ESRI software (e.g., Survey 123, Field Maps, Story Maps)
R, R Markdown, R Shiny, and Microsoft Power Automate.

Preferred Qualifications

  • Prefers at least one (1) year of professional experience interpreting and applying the U.S. federal Clean Water Act and

related state regulations that pertain to monitoring, protecting, reporting on, and assessing the resource condition of surface
waters.

  • Prefers at least one (1) year of professional experience in developing, overseeing, and coordinating contracts and

contractors for data management or analysis projects.

  • Prefers at least one (1) year of professional experience performing statistical analysis of natural resources and water

quality related data.

  • Prefers at least one (1) year of professional experience in the use of R, Python, or other open-source programs to interpret

large data sets and produce data visualizations.

  • Prefers at least one (1) year of professional experience in applying database structure, logic, and business rules.
  • Prefers one (1) year of professional experience preparing detailed and comprehensive scientific reports of water-resource

monitoring.

  • Prefers at least one (1) year of professional experience acting as a liaison with other state, federal, and local entities

involved with water-resource monitoring.

  • Possession of a master's degree in biology, chemistry, environmental science, computer science,

statistics, mathematics, or closely related field with graduate level courses in statistics.

  • Prefers working knowledge of hardware and software, languages, and procedures to provide assigned technical and

analytical services.

  • Prefers the ability to analyze data logically and exercise sound judgment in defining and evaluating problems of an

operational or procedural nature.

Conditions of Employment

  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires a valid and current appropriate driver’s license.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including

scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.

  • Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies or other industry

related topics to the job duties.
