Overview:

Performs supervisory duties by planning, organizing, directing and coordinating activities of clerical staff involved in the issuance of title and registration credentials, license plate stickers, plates and fees collected; monitors individual production, directs the flow of work, assigns daily work tasks; establishes work standards and evaluates employees performance; conducts research for information and oversees the drafting of correspondence responding to inquiries from the public; compiles daily, weekly, monthly statistics of the sections activities; participates in the review of existing policies and procedures for the establishment of new and/or revises existing operational policies and procedures and makes recommendations to supervisor as to improve efficiency and effectiveness of public services; confers with other supervisory, management and administrative staff to coordinate program or staff functions with affected operational areas. 

Duties and Responsibilities:
  • As line supervisor, plans, organizes, directs, evaluates and coordinates clerical staff involved in the issuance of motor vehicle operations including title and registration credentials; accepting fees associated with services provided, etc., monitors individual production, directs the flow of work, assigns daily work tasks; establishes work standards and evaluates employee performance; recommends personnel actions, including, but not limited to disciplinary action; approves employee requested time off.
  • Conducts research for information and oversees the drafting of the correspondence responding to inquiries from the public requesting clarification and explanation of standard and unique licensing situations arising out of changes with legislation, rules, regulations and administrative practices in regards to their title and registration applications; uses computer to verify and resolve registration issues and/or problems with telephone or walk-in customers.
  • Compiles daily, weekly, monthly statistics of activities such as number of plate stickers, plates, titles, registration credentials issued and amount of fees collected, for divisional status report going to upper management.
  • Participates in the review of existing policies and procedures for the establishment of new and/or the revision of existing policies and procedures; makes recommendations to supervisor to improve the efficiency and effectiveness or services provided to the general public by the Division; implements new/revised policies and/or procedures through training of subordinate staff and/or correspondence.
  • Performs motor vehicle duties including title and registration work, accepting fees associated with services provided; reviews and completes applications for processing, answers questions from subordinate staff and the general public relative to same.
  • Travels to other facilities to provide adequate supervisory/staffing levels to ensure customer service needs, when needed.
  • Perform other duties as required or assigned.
Education and Experience:

Requires knowledge, skill and mental development equivalent to completion of four years college, preferably with courses in business or public administration and one year of managerial experience in a public or business organization.

Knowledge, Skills and Abilities:
  • Requires extensive knowledge of the principles and practices of public and business administration.
  • Requires working knowledge of the functions and organization of State government.
  • Requires working knowledge of the principles of business accounting, program budgeting, personnel management and statistics.
  • Requires elementary knowledge of data processing business applications.
  • Requires ability to supervise and coordinate a minor or small program.
  • Requires ability to analyze operational problems and determine appropriate course of action.
  • Requires ability to develop, install and evaluate new and revised methods, procedures and performance standards.
  • Requires ability to effectively implement operating policies and procedures.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
  • Requires ability to lift & carry up to 50 pounds.
