Reporting to the Executive Director for Improvement & Innovation Center - advocates for equity for all students; integrates and executes the policies and expectations of the State Board of Education. The Director provides leadership on a statewide basis by acting as the Agency’s liaison to Superintendents of Regional Offices of Education (ROE), Executive Directors of Intermediate Service Centers (ISC), and the Illinois Association of Regional Superintendents of Schools (IARSS). The Director plans and executes programs that maximize program effectiveness within and throughout educational service regions and ensures that the Agency’s relationship with and support to ROEs, ISCs, and the IARSS is based on both equity and improved outcomes for all students. Willingness to travel throughout Illinois.


DUTIES AND RESPONSIBILITIES:

  • Monitors and evaluates the activities of staff to ensure the application and direction of agency policies, state/federal rules, guidelines and fiscal accountability.
  • Oversees the execution of regionally-based state and federal grants.
  • Provides support and resources in response to district needs.
  • Represents and speaks accurately on behalf of the State Board of Education to school districts, educational organizations, other state/federal agencies, committees, and the public concerning the interpretation of agency policies, procedures, or actions.
  • Meets regularly with the entire membership of IARSS and leadership in order to disseminate information to ROEs/ISCs and gather feedback from the field to improve the delivery of regional services across Illinois.
  • Conducts on-site visits to ROEs/ISCs to support regional efforts.
  • Manages identified functions of ROE/ISC Department.
  • Provides leadership on a statewide basis by acting as the Agency’s liaison to Superintendents of Regional Offices of Education (ROE), Executive Directors of Intermediate Service Centers (ISC), and the Illinois Association of Regional Superintendents of Schools (IARSS).
  • Provides support and assistance to ROEs/ISCs by fielding questions on all areas of federal education law, the Illinois School Code, and its implementing regulations.
  • Monitors all aspects of the Agency’s connections to and work with ROEs/ISCs.
  • Develops and recommends policies, programs, procedures, to ensure compliance with legislation to improve outcomes for all students for all students within each region in collaboration with ROEs/ISCs.
  • Works with staff throughout ISBE to develop and administer grants, contracts, and budgets.
  • Models active and collaborative leadership in cross-functional department work.
  • Performs other duties as assigned.

REQUIRED QUALIFICATIONS:

  • Master's degree or higher in a relevant area of study. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Experience in the prekindergarten-12 education system as a building or district leader.
  • Minimum of five years related senior management/supervisory experience.
  • Experience managing large-scale projects, including the development and monitoring of programs.
  • Knowledge of educational policy at the local, state, and federal levels.
  • Familiarity with local, state, and federal programs and associated compliance regulations.
  • Ability to multi-task, prioritize, and execute large-scale projects.
  • Strong communication and engagement skills.
  • Ability to motivate and lead others.

PREFERRED QUALIFICATIONS:

Ph.D. or Ed.D.
