This position will work closely with Educator Preparation Providers (EPPs-mostly colleges and universities) across the state to prepare individuals to become teachers and other educators. This position will lead and participate in state level policy work related to ISBE's strategic plan and efforts to enhance its Illinois Educator Preparation Profile (IEPP), which is a public-facing score card for Educator Preparation Programs. Additional duties include providing technical assistance to EPPs as they create new programs or redesign existing programs to meet new standards; assisting with development of education policy, leading and participating in state advisory groups and other meetings, and leading ISBE efforts to alleviate teacher shortages and improve educator quality in Illinois.
DUTIES AND RESPONSIBILITIES:
- Leads and serves as a team member for various state-level projects and initiatives related to educator preparation, licensure, and renewal.
- Provides quality project management, plans and leads meetings, and analyzes data to make informed decisions on work products.
- Provides technical assistance to stakeholders.
- Conducts audits, develops and delivers trainings for internal and external stakeholders, and represents ISBE at events and meetings.
- Analyzes applications for licenses, endorsements, and approvals based upon evidence submitted.
- Authorizes issuance or notifies applicant of specific deficiencies.
- Oversees department grants and contracts, including awarding, monitoring, reporting, and communicating with grantees and contractors.
- Performs other duties as assigned.
REQUIRED QUALIFICATIONS:
- Master's degree plus two years of relevant experience working in education. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
- Two years of experience (in addition to education requirements) working in educator preparation at a regionally-accredited institution of higher education. Applicable experience includes work as a faculty member in a program that lead to educator licensure, work as a licensure officer, or work in an educator licensure leadership role within an education department.
- Experience applying education policy (state law and state rules/administrative code) in a current or former job.
- Knowledge of educator preparation and licensure policy.

PREFERRED QUALIFICATIONS:
- Doctorate degree in an education-related field.
- Valid Illinois Professional Educator's License.
- Experience completing an Illinois Educator Preparation Program.
- Additional experience working as a teacher, clinician (school support personnel) or administrator in an Illinois public school.
- Experience utilizing college/university data related to preparation program quality.
- Experience using ISBE's Annual Program Report System.
- Experience leading or participating in institution-level work related to developing and implementing strategies for preparation program continuous improvement, incorporating evidence-based literacy into preparation programs, collecting and reporting program and licensure candidate data to State Agencies, and recruiting and retaining educators.
- Knowledge of Illinois licensure requirements and Illinois education preparation standards.
- Knowledge of the Educator Licensure Information System (ELIS), and the Illinois Educator Preparation Profile (IEPP).
- Knowledge in educator preparation accreditation processes and procedures (e.g. CAEP, AAQEP).
