Reporting to the Supervisor, oversees daily functions of the Financial Reimbursement Information System (FRIS) and troubleshoots issues as necessary, maintains current policy and procedures for state and federal grants management.

Duties and Responsibilities:

  • Functions as co-lead contact in the department for all functions of Financial Reimbursement Information System (FRIS) production, FRIS inquiry, and electronic expenditure reporting systems.
  • Oversees security and access permissions.
  • Provides training to all department and agency staff as necessary.
  • Performs sub-recipient FRIS maintenance and updates for payment purposes.
  • Resolves balance discrepancies within FRIS as well as any discrepancies between FRIS and the Electronic Grants Management System (EGMS).
  • Maintains and updates FRIS written procedures and security access permissions.
  • Oversees all FRIS modifications as well as the electronic expenditure reporting IWAS system as necessary.
  • Troubleshoots and resolves system issues in collaboration with Information Technology staff as necessary.
  • In the absence of, or in coordination with the other co-FRIS administrator, assumes various duties including loading allocations and transferring approved budgets from EGMS.
  • Responsible for implementing changes to grant processes due to new or revised legislation, federal and state regulations including the Grant Accountability and Transparency Act or legal opinions regarding the proper fiscal administration of federal and state grant programs.
  • Facilitates and resolves fiscal irregularities of grant programs with agency program and external audit staff.
  • Maintains written fiscal policy and procedures for state and federal grants and updates as necessary.
  • Provides moderate to complex technical assistance to agency staff and client groups on grant programs and processing through phone, email, written correspondence and oral presentations as necessary.
  • Responsible for batch loading subrecipient grant allocations in FRIS as necessary.
  • On an annual basis, rolls subrecipient allocation data into FRIS and resolves any irregularities as necessary.
  • Participates in the testing of grants developed in the EGMS and provides feedback to development staff as necessary.
  • Performs other duties as assigned.

Required Qualifications:

  • Bachelor's degree in Business, Public Administration, Accounting, or Finance plus two years of relevant professional experience, or, an Associate's degree in one of these areas plus four years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Fiscal experience with federal and state grant programs.
  • Experience working with large systems of data.
  • Experience in interpreting and applying state and federal laws, rules and regulations.
  • Experience in using advanced functionality of Excel.
  • Ability to develop and maintain cooperative relationships with internal and external client groups.
  • Ability to develop, interpret and communicate policies and procedures.
  • Ability to identify problems and apply problem solving techniques to multiple and complex issues.
  • Good oral and written communication skills.

Preferred Qualifications:

  • Working knowledge of ISBE's FRIS system.
