The role of Software Solutions Lead is comprised of IT project management, software development and Scrum Master duties. As a project manager, the role will require a wide range of project management and analyst duties including: identifying the scope of work, gathering requirements, assisting developers, ensuring the developers are following ISBE and software solutions standards, communicating with non-technical stakeholders and delivering the software projects on time and within scope. As a software developer, the role will be responsible for system analysis and design, programming, testing and implementation of sophisticated web-based systems and maintaining existing web-based systems. As a Scrum Master, the role will be responsible for managing the Azure DevOps board, assigning work to the developers, and attending daily standups. This role will require a strong technical background, have the ability to lead multiple project teams simultaneously, have excellent written and interpersonal communication skills and be able to thrive in our fast-paced, high demand, data driven culture at the Illinois State Board of Education.
DUTIES AND RESPONSIBILITIES:
- Performs the role of an IT project manager and analyst on multiple Software Solutions (SS) projects. Responsibilities include: identifying scope and gathering requirements, managing the work of the project to meet deadlines, managing Azure DevOps boards, communicating with the stakeholders, communicating statuses, expectations and risks, and assisting the teams with technical questions.
- Performs system analysis/design, software development (coding), testing, implementation, and documentation of sophisticated web-based systems in a large-scale web farm environment.
- Maintains existing web-based systems and updates documentation in compliance with agency mandates
- Performs as a Scrum Master.
- Manages Azure DevOps board, manages team work, tests applications prior to production moves, and identifies areas of potential project risk and recommends remediation.
- Ensures all work products are compliant with ISBE development standards.
- Acts as the liaison between Software Solutions and the Agency business units.
- Provides recommendations to Software Solutions Management on major project decisions.
- Performs other duties as assigned.
REQUIRED QUALIFICATIONS:
- Master's or Bachelor's degree in Project Management, Management Information Systems, Information Technology (IT) or related Computer Science/Engineering field plus two years as an IT project manager and five years as a web-based software developer, or, a Bachelor's degree in any IT related field plus four years experience as a IT project manager in the last eight years and five years as a web-based software developer, or, an Associate's degree in any IT related field plus six years as an IT project manager, five years as an web-based software developer, and hold a valid PMI-PMP certification. - Experience leading multiple IT project teams and IT projects simultaneously to meet fast-paced, high profile agency initiatives.
- Experience leading large development teams - larger than 5 developers.
- Experience in waterfall and agile methodologies.
- Experience with Microsoft Azure DevOps.
- Experience as a Scrum Master.
- Experience identifying scope of work, effort of work, estimating timelines, and meeting deadlines.
- Experience analyzing, designing, coding, and implementing sophisticated web-based systems using Visual Studios, C#, MVC, ASP.NET, VB.NET and Microsoft SQL, independently and in a team setting.
- Ability to visualize complex processes involving technology.
- Ability to efficiently manage simultaneous tasks and re-prioritize when necessary.
