Reporting to the Director, assists the Director in overseeing functions and programs of the School Business Services Department. Supervises department staff, responsible for various aspects of department functions including school financial reporting, school district technical support, the Health/Life Safety Program, and various grants and other functions. The Supervisor represents the State Board of Education in public forums, acts as a liaison with other departments and educational organizations, and performs other assigned duties to enhance the fiscal capacity and compliance of school districts.
DUTIES AND RESPONSIBILITIES:
- Directs, monitors, and evaluates the activities of department staff to ensure the application and direction of agency policies, state/federal guidelines and fiscal accountability.
- Assures program compliance for school finance, school construction law, health/life safety code, GATA prequalification, and other department responsibilities.
- Supervises and coordinates the development and activities of field staff in relation to business office staff professional development, technical assistance, identifying districts in financial difficulty, and required reporting including quarterly cash flow reports.
- Oversees the processing and approval of the Health/Life & Safety 10-Year Safety Surveys, amendments, school construction grants, school maintenance grants, and related programs.
- Coordinates with staff for the completion of required responsibilities such as school district reorganization, charter school financial reviews, submissions of various required annual reporting.
- Supervises and coordinates processing of annual financial reports, school district budgets, and annual statements of affairs.
- Oversees the completion of required annual reports such financial profile scores, indirect cost rate calculations, NPEFs and F33 federal reporting, special education revenue and expenditure report, report card data, ILEARN, and other reports as required.
- Manages the maintenance of department software systems and the development of new systems and/or upgrades of current software systems.
- Represents and speaks on behalf of the State Board of Education to educational entities and the public at large concerning interpretation of the school code for school finances and school reorganizations.
- Acts as department liaison with other agency departments and numerous educational organizations by sharing information and promoting collaborative ventures to improve program services with a focus on advancing the fiscal capacity of school districts who need consulting services.
- Manages the completion of ad hoc reporting and special projects upon the request of the Director, ISBE administration, General Assembly, Governor, and task force committees.
- Performs other duties as assigned.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
- At least two years of experience in accounting, auditing, school finance, or school district administration.
- General understanding of school finance, school facility, and school district reorganization issues.
- Proven ability to organize and execute effective communication and outreach efforts for various stakeholders.
- Strong written and oral communication skills and ability to convey complex concepts to non-technical audiences.
- Strong listening skills and attention to detail.
- Proven ability to work collaboratively with staff, colleagues, and stakeholder groups.
- Working knowledge of basic Microsoft Excel functions.
PREFERRED QUALIFICATIONS:
- Master's degree in Educational Leadership, Business Administration, Accounting, or Finance.
- School district business office administrative experience.
- Auditing experience implementing Governmental Accounting Standards Board (GASB) principles.

Multiple years of supervisory experience.
- Proficient with Microsoft Excel and Access.
- In-depth knowledge of school finance (budgeting, levy, financial reporting, etc.)
- Proven ability to integrate strong planning, operations, and systems development into all areas of school financial management, reorganization, and health/life survey programs.
- Proven ability to develop and implement comprehensive school business management processes and procedures.
