In support of this vision, the Payroll Administrator coordinates and manages the daily operations of the Payroll Department to ensure the Payroll Analysts are processing their payrolls timely, and in accordance with State and Federal guidelines. The Payroll Administrator is responsible for the development of departmental procedures, and efficiencies to ensure accuracy of payroll processing, various program deductions as they relate to payroll, and programming requirements to facilitate all necessary payroll calculations. This position is responsible for confidential information regarding multiple union and non-union Tollway members, currently approximately 1,200 members. The Payroll Administrator develops, coordinates, promotes, and assists the Payroll Manager in various special projects and audit requests.

- Directly supervises the Payroll Analysts and with the input of the Payroll Manager, completes direct reports’ annual evaluations.
- Under the direction of the Payroll Manager, the Payroll Administrator ensures that all State laws, State Employee Retirement Systems, Illinois Comptroller, Internal Revenue Service and Fair Labor Standards Act (FLSA) regulations are being followed when it comes to the processing of regular and supplemental payrolls necessary to comply with various union contracts and non-union member changes.
- Performs the manager’s duties in the absence of the Payroll Manager including the requirement to provide confidential information to different divisions including the Legal Department.
- Responds to payroll subpoena requests in a timely manner. Subpoenas require providing the appropriate parties with copies of all confidential details as well as documents that must be released within a specified time frame.
- Responsible for answering court order notices for Interrogatories Calculations, Tax Levies for Illinois Department of Revenue or for the Internal Revenue Service, Variable Garnishments and Child Support orders as well as making sure the Payroll Analysts are correctly implementing and coding them as deductions on their specific payrolls.
- Required to train the Payroll Analysts on the processing of various types of payrolls based on specific union contracts, Tollway benefit programs, garnishments, or child supports as well as other various types of deductions as they relate to an employee’s paycheck.
- Liaises between departments, state agencies, external vendors, and legal offices, which is necessary for the daily operation of the department.
- Provides internal and external auditors with information such as overtime, adjustments, merit increases, COLA increases, or contract increases based on annual audits and information processed with each payroll.
- Responsible for facilitating the development of departmental procedures and efficiencies to ensure accuracy of payroll processing, various program deductions as they relate to payroll, and programming requirements for all necessary payroll calculations.
- Collaborates with Human Resource Services closely in compliance of Tollway policy to ensure the proper pay for union members, as well as non-union Tollway members.
- Partners, with Human Resources Services and IT, for the implementation of Tollway-wide union contracts and non-union increases.
- Coordinates with Benefits division to process benefits withholding and payroll deductions for new members, active members, and open enrollment requirements.
- Supports the Payroll Manager with the State Employee Retirement System (SERS) and the Department of Central Management Services (OPEB) census data reconciliations and reviews. The Payroll Administrator directs the Payroll Analysts in these data reviews and may communicate directly with the audit firms conducting these reviews.
- Supplies monthly and/or annual pension reconciling for Central Management Services Retiree Load calculations to the accounting division.
- Works with the new Illinois Office of the Comptroller's HCM system. Tests payrolls through the Comptroller's payroll processing edit programs, then verifies and reconciles discrepancies.
- Ensures staff is completing routine duties and assigned tasks within the Payroll Department to drive efficiency.
- Other duties as assigned.
Education (Required)
- Associate degree in accounting or equivalent college credit in Finance or Human Resources.
- Minimum of (5) years of payroll experience and payroll processing experience.
- Two (2) years of Supervisory experience is required.
- Computer experience and knowledge of data processing functions is required as is familiarity with various payroll/timekeeping/financial software programs.
- Excellent analytical and problem-solving skills.
- Excellent knowledge of Microsoft Word, Excel and Outlook is required.
- Must have an aptitude for figures, and strong organizational, interpersonal communication and written communication skills.
- Experience with Tollway payroll system.
- Experience with the State of Illinois payroll process.
- Experience with collective bargaining agreement payrolls.
