Position Overview
The Division of Early Childhood (DEC) is seeking to hire an energetic and detail-oriented Fiscal Specialist to perform highly technical and independent duties in the administrations of the statewide Bureau of Quality Initiatives Programs, including design planning, in-depth analysis of the program and its outcomes, coordination with contracted providers, Department of Human Services (DHS) staff and Bureau team members. This position provides the more complex inputs into the Bureau of Quality Initiatives Program service delivery and financial system; provides complex technical assistance to providers' plans, develops, analyzes, and coordinates contracted services, initiates and develops grant proposals to allocate funding for the Bureau of Quality Initiatives services; assists with special analytical projects assigned with the Bureau; and perform professional financial and compliance review of the Bureau of Quality Initiatives Program Funds. The Division of Early Childhood is one of six divisions within the Illinois Department of Human Services. DEC serves to strengthen and centralize Child Care, Early Intervention, and Home Visiting within DHS. Essential Functions
- Performs high level of technical and independent duties in the Fiscal Unit of the Bureau of Quality Initiatives, including design planning for fiscal operations processes, in-depth fiscal analysis of the programs and their outcomes, coordination with contracted providers on fiscal requirements, Department of Human Services (DHS) staff and Bureau team members.
- Plans, develops, implements, and evaluates procedures within the Bureau of Quality Initiatives Fiscal Unit.
- Provides complex virtual and/or onsite technical assistance, including contract compliance, fiscal reporting, budgeting, and reconciliation to grantees/awardees.
- Provides the more complex inputs into the Bureau of Quality Initiatives financial system to promote fiscal and service sustainability.
- Assists with special analytical projects assigned within the Bureau of Quality Initiatives.
- Plans, develops, analyzes, and coordinates fiscal set-up, close-out processes, and other fiscal mandates for assigned contracted Bureau of Quality Initiatives services.
- Performs other duties as assigned or required, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of a master's degree.
- Requires two (2) years of progressively responsible professional experience in community organization, social service work, or in program planning and development.
Specialized Skills
- Of the two (2) years of professional work experience, requires two (2) years of professional work experience performing high level of technical and independent duties in the fiscal administration of a Child Care program or other statewide Early Childhood Education and Care programs administered at a public or private organization, including design planning, in-depth fiscal and programmatic analysis and related outcomes, coordination of the organization’s fiscal reporting [e.g., Periodic Financial Reports (PFR) or Expenditure Documentation Forms (EDF)], or other fiscal documents/vouchers to confirm their accuracy and compliance with the state, federal, or other similar requirements [e.g., Grant Accountability and Transparency Act (GATA 2 CFR 200), IDHS Procurement Code, Illinois Office of Comptroller policies, and/or other related state and federal mandates].
Preferred Qualifications
- Two (2) years of professional work experience performing high level of technical and independent duties in the fiscal administration of a Child Care program or other statewide Early Childhood Education and Care programs administered at a public or private organization, including design planning, in-depth fiscal and programmatic analysis and related outcomes, coordination of the organization’s fiscal reporting [e.g., Periodic Financial Reports (PFR) or Expenditure Documentation Forms (EDF)], or other fiscal documents/vouchers to confirm their accuracy and compliance with the state, federal, or other similar requirements [e.g., Grant Accountability and Transparency Act (GATA 2 CFR 200), IDHS Procurement Code, Illinois Office of Comptroller policies, and/or other related state and federal mandates].
- Three (3) years of professional experience resolving complex issues and situations via oral and/or written communication with a high level of diplomacy and professionalism.
- Three (3) years of professional experience using advanced technical ability to analyze and evaluate programs and operations.
- Three (3) years of professional experience exercising a high degree of initiative and independent judgment in developing and formulating policies, standards, and procedures for extensive portions of the service delivery system.
- Two (2) years of professional experience managing and tracking a high volume of work activities and products in an effective and efficient manner, while generating corresponding statistical and/or written reports.
- Two (2) years of professional experience assisting with grant management processes and procedures(i.e. GATA, NOFOs, monitoring).
Conditions of Employment
- Requires the ability to travel (statewide) with overnight stays.
- Requires proficiency in Microsoft Office Suite, including SharePoint, Teams, and OneDrive.
