POSITION SUMMARY
This Non-Code position serves as a Generally Accepted Accounting Principles (GAAP) Coordinator; directs and coordinates financial reporting for Central Management Services (CMS); reviews the financial records, reports and statements to ascertain completeness and accuracy prior to submitting GAAP packages or financial statements; serves as liaison to external auditors, internal auditors or the Legislative Audit Commission regarding the information provided in the GAAP packages. Serves as full line supervisor; plans, directs and supervises the accounting activities of professional, technical and clerical personnel. POSITION ESSENTIAL FUNCTIONS
- Directs and coordinates financial reporting for CMS.
- Reviews and/or is responsible for the financial reporting records, reports, and statements to ascertain completeness and accuracy prior to preparing GAAP packages or financial statements for CMS.
- On behalf of, and as required by CMS, monitors, and ensures the completion of State Comptroller’s Office (SCO) forms.
- Serves as full line supervisor.
- On behalf of CMS, serves as liaison and provides answers to external auditors, internal auditors, or the Legislative Audit Commission regarding the information provided in the GAAP packages.
- Keeps abreast of new developments in the financial reporting and accounting fields.
- Reviews, coordinates, and approves external audit reports and findings relative to financial reporting/general accounting functions.
- Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires a bachelor’s degree in accounting, business, or economics.
- Requires two (2) years’ professional supervisory experience.
- Requires three (3) years’ professional experience as a CPA conducting audits in accordance with Government Auditing Standards and/or preparing financial statements in accordance with Generally Accepted Accounting Principles (GAAP).
PREFERRED QUALIFICAITONS
- Prefers extensive knowledge of working with laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
- Prefers extensive knowledge of working with Systems, Applications & Products (SAP) in Data Processing, QuickBooks, and Peachtree.
- Prefers extensive knowledge of directing, training, and coordinating the activities of subordinates engaged in accounting activities.
- Prefers extensive knowledge of developing and revising difficult accounting and auditing procedures, methods, and techniques.
- Prefers extensive knowledge of analyzing and determining the adequacy of field audit reports and drawing conclusions on which recommendations are made.
- Prefers extensive knowledge of evaluating difficult accounting problems and analyzing and interpreting complex accounting records and reports.
CONDITIONS OF EMPLOYMENT
- Requires the ability to travel.
- Requires applicant to be registered or licensed as a Certified Public Accountant (CPA).
