Essential Functions
- Under general direction, serves as a Deputy Procurement Manager for the Department of Veterans Procurement Office.
- Processes procurements through the State of Illinois electronic procurement system including the preparation and processing of requisitions, bids, and purchase orders, pursuant to applicable statutory, regulatory, and policy requirements.
- Meets and confers with Agency managers in the administration of procurements for the assigned portfolio.
- Serves as liaison with, Veterans Affairs, Legal and vendors for procurement issues.
- Tracks and reports on all related procurement activities and reports to Agency Procurement Officer procurement requests and activities.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Specialized Skills
- Of the previously noted one (1) year of experience, requires experience preparing solicitation documents, conducting procurements in an e-Procurement system, evaluating bids and proposals, creating and executing contract documents, and processing and tracking a large number of procurements in a public or business organization.
Preferred Qualifications
- One (1) year of professional experience preparing solicitation documents, conducting procurements in an e-Procurement system, evaluating bids and proposals, creating and executing contract documents, and processing and tracking a large number of procurements in a public or business organization.
- One (1) year of experience exercising thorough knowledge of procurement operations, processes, and procedures in a public or private organization.
- One (1) year of administrative experience in fiscal, procurement, or contracting.
- Ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
- Two (2) years of experience serving in a liaison capacity for a public or business organization
- Extensive knowledge of state procurement methods and procedures.
- Ability to analyze procurement related issues and communicate issues to management.
Conditions of Employment
- Requires ability to pass a background check.
- Requires use of agency-supplied equipment (mobile phone, laptop, etc.).
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
