Position Overview

 

This position is responsible for coordinating with the Chief Information Officer (CIO) and key staff on day-to-day IT operational transactions. The incumbent serves as a liaison for DoIT IT staff assigned to the department. The incumbent utilizes IT expertise to review and sign IT-related contracts, IT invoices, and Agency Technology Service Requests (ATSR). The incumbent performs IT audit and technical review functions on behalf of IT staff and the department. The incumbent provides procurement and technical expertise as a member of the IT project selection committees, ensuring efficient, seamless IT service delivery to the department. 

Essential Functions

  • Approves and signs all invoices and contracts for IT services.
  • Approves Agency Technology Service Requests (ATSR) submissions for Telecom and IT assets.
  • Works closely with the CIO and IT Budget and Finance Manager on day-to-day operational requirements.
  • Performs IT audit functions in cooperation with IT staff, internal and external auditors on behalf of the department.
  • Provides technical and procurement expertise as a member of IT project selection committees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor's degree majoring in Information Technology, Computer Science, Management Information Systems, or Business Administration PLUS three years of experience in IT management, including overseeing IT services and projects, performing IT procurement actions, managing IT budgets, or a combination thereof OR Eleven years of experience in IT management including overseeing IT services and projects, performing IT procurement actions, managing IT budgets, or a combination thereof. 

Preferred Qualifications

  • Strong technical background in IT infrastructure, applications, and services.
  • Ability to understand and evaluate technical specifications and requirements.
  • Experience with IT project management.
  • Knowledge and experience with auditing standards and practices, specifically in the context of IT products and services.
  • General knowledge of financial management principles and practices related to IT expenditures.
  • Experience managing IT budgets and/or approving and processing IT invoices.
  • Ability to communicate effectively with stakeholders at all levels, including vendors, internal teams, and executive management.

  • Requires successful completion of a background screening.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
