Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and energetic individual to serve as Kincare Background Check Specialist.  Under general direction, this position will provide input into regulating, monitoring, and controlling the Department’s Kincare Certification process under the Background Check Unit, serving as liaison between the permanency workers, investigators, and facilities licensed by the Department.  The position will develop and provide comprehensive complex, database reports, utilizing extensive knowledge and understanding of multiple software programs.  The position will also receive and evaluate criminal history rap sheets to determine what information is appropriate to be sent to agency workers for review and recommendation.  This position provides a great opportunity for someone who is detail oriented and interested in playing a supporting role in the Department’s background check operations.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong communication skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Essential Functions

  • Serves as Kincare Certification Background Check Specialist
  • Prepares and keyboards documents which impact program policies and procedures, as well as confidential documents related to the performance of unit personnel. 
  • Develops and provides comprehensive complex database reports, utilizing extensive knowledge and understanding of multiple software programs, which include highly confidential data for distribution to permanency workers and investigators. 
  • Receives and evaluates criminal history rap sheets to determine what information is appropriate to be sent to permanency workers/investigators for review and recommendation
  • Identifies unique or complex situations requiring specialized assistance.
  • Prepares correspondence using Department-authorized forms to inform permanency workers and investigation staff of the background check results. 
  • Attends staff development and training sessions to enhance knowledge and expertise. 
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to two years of secretarial/business college and one year of office experience OR completion of high school and three years of office experience OR three years of independent business experience.
  • Requires ability to keyboard accurately at 30 wpm.

Preferred Qualifications

  • 3 years of experience in an office setting applying extensive knowledge of office practices and procedures.
  • 3 years of experience in an office setting applying extensive knowledge of the logic of computer language/programs.
  • 3 years of experience in an office setting applying extensive knowledge of manual and automated office equipment.
