Position Overview
The Marketplace Training & Partner Certification Manager is responsible for certifying navigators, brokers, community grantees, and assisters who operate on the Get Covered Illinois’ (GCI) state-based marketplace and ensuring navigators, brokers, community grantees, and assisters are properly trained and prepared to provide essential marketplace services. Navigators, brokers, community grantees, and assisters play a key role in helping consumers select comprehensive health insurance, improve community health outcomes, and lower the state’s uninsured rate. This position is responsible for working with navigators, brokers, community grantees, and assisters to ensure program success and ensure grantees and brokers provide excellent customer service to marketplace enrollees. This position will also ensure grant administration is handled properly and ensure grant funds are handled and spent according to Illinois statute and rules. The Manager will work extensively with GCI leadership on marketplace priorities and will work with GCI, the Department of Insurance (DOI), and the Department of Healthcare and Family Services (HFS) staffs on implementing state marketplace initiatives and further the mission of the marketplace. Essential Functions
• Under the direction of the Outreach and Partner Relations Director, serves as the statewide Marketplace Training & Partner Certification Manager.
• Manages the brokers selling coverage on the GCI marketplace.
• Oversees the Training tool utilized for Broker/Navigator certification.
• Collaborates with navigator and broker teams to facilitate programs and operations.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
• Requires two (2) years of responsible administrative experience in a public or business organization.
Preferred Qualifications
• Prefers at least three (3) years of experience with grant and broker certification.
• Prefers at least three (3) years of experience with grant and broker oversight.
• Prefers at least three (3) years of experience with Training Development and Compliance.
• Prefers at least three (3) years of experience with LMS Administration.
• Prefers at least three (3) years of experience working with grant recipients and licensed brokers.
• Prefers at least three (3) years of experience in public administration, principles, and practices.
• Prefers a working knowledge of and experience in the Affordable Care Act (ACA).
• Prefers a working knowledge of the State of Illinois’ navigator and broker requirements.
• Prefers a working knowledge of the State of Illinois’ procurement statutes and regulations.
Specialized Skills
• Of the two (2) years of experience above, requires two (2) years of experience with navigator grant certification and broker certification.
Conditions of Employment
• Requires the ability to pass a background check.
• Requires ability to travel in the performance of duties, with overnight stays as appropriate.
