Position Overview

The Illinois Department of Natural Resources is seeking to hire a Floodplain Manager for The Office of Water Resources. This position will implement and evaluate policies and procedures and recommend modifications, speak before various groups to explain technical issues and interpret program philosophy and requirements, provide technical assistance to local officials, insurance agents, lenders, realtors, businesses, and citizens regarding various aspects on the NFIP.  The Office of Water Resource is responsible for regulating activities within or adjacent to Illinois rivers, lakes and streams; administering the state floodplain/floodway mapping; allocating and monitoring water use from Lake Michigan; coordinating the National Flood Insurance Program; and administering the nonstructural flood mitigation program.  We welcome interested applicants who would like to be part of this team to apply today.

Essential Functions

  • Under general direction, organizes, plans, executes, controls, and evaluates the National Flood Insurance Program (NFIP) coordination in the state with emphasis on the major metropolitan area of the six northeastern Illinois counties.
  • Serves as NFIP liaison with various state and non-state agencies.
  • Determines priorities for floodplain studies based on evaluation of changing hydrologic and land use conditions.
  • Develops educational material for the NFIP program.
  • Assists mitigation program manager with the review, prioritization, administration, and completion of mitigation projects in the NE area.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Requires two years of responsible administrative experience in a public or business organization. 
  • Requires a Certified Floodplain Manager (CFM) license.     

Preferred Qualifications

  • Two (2) years of experience working with floodplain management regulations (local or state).
  • Two (2) years of experience in public speaking.
  • Two (2) years of experience organizing and prioritizing workload and operate in an independent atmosphere.
  • Two (2) years of experience using strong oral and written communications skills.
  • Two (2) years of experience reading and interpreting maps and other graphic and tabular data such as hydrologic studies.
  • Two (2) years of experience utilizing spreadsheet computer programs.
  • Two (2) years of experience working with local governments in the 6 county Chicagoland Area (Cook, DuPage, Kane, Lake, McHenry, and Will counties).

Charged with preserving, protecting and promoting Illinois’ natural and cultural resources, Illinois Department of Natural Resources (IDNR) employees oversee water, wildlife, wetlands and oil wells, parks, historic sites and everything in between. Office of Water Resources

The Office of Water Resources (OWR) is the lead state agency for water resources planning, navigation, floodplain management, the National Flood Insurance Program, water supply, drought, and interstate organizations on water resources.  Interagency duties include the state water plan, drought response, flood emergency reports, and the comprehensive review of Illinois water use law.  OWR is responsible for construction in the shore waters of Lake Michigan, construction and operation of dams, construction in public bodies of water, and diversion of water from Lake Michigan, and withdrawal of water from three Federal lakes (Shelbyville, Carlyle, and Rend Lakes).  The primary capital activity of the office is in urban flood damage reduction. The office assists units of local government with urban flood damage reduction projects through planning, design, construction, and financial assistance. The urban program also features the acquisition of flood prone homes and businesses.
