Job Summary
Under the supervision of the Director of Human Resources, the Organization Development Trainer is responsible for developing, organizing, planning, and delivering high-impact training programs within the system. This role involves working closely with department managers and employees to ensure the development and delivery of training initiatives that align with the system’s strategic goals and individual employee growth. The ideal candidate will be a strong communicator with excellent organizational skills and a passion for facilitating learning and development. The incumbent will play a crucial role in enhancing workforce performance, promoting a culture of continuous learning, and driving organizational effectiveness.
Essential Functions
- In conjunction with the Organizational Effectiveness Specialist, builds partnerships with department leads across the agency to address business needs related to learning initiatives
- Supports employees’ training needs by working with department heads to identify areas for skill development and growth opportunities
- Designs, develops, and facilitates engaging training programs on topics such as leadership, soft skills, technical skills, and organizational development
- Support OD initiatives such as leadership development, change management, employee engagement, and talent development programs
- Conduct organizational assessments and recommend strategies to enhance workplace culture and employee experience
- Develops teaching outlines and determines instructional methods, utilizing knowledge of specified training needs and effectiveness of such methods as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops
- Assists in the design, development, and updating of training assessments, developing analytics reports from LMS to measure engagement, completion rates, and overall training effectiveness
- Analyzes data on training outcomes, including participant feedback and post-training evaluations, to measure skill retention and performance improvements
- Customizes training solutions for specific departments or groups, ensuring relevancy to the participants' roles
- Schedules and coordinate training sessions, workshops, and seminars, ensuring all necessary resources (e.g., rooms, materials, equipment) are available
Essential Functions Continued
- Ensures alignment between training initiatives and performance evaluations, succession planning, and employee development plans
- Monitors training attendance, completion rates, and feedback. Maintains detailed training records and provide reports on training outcomes
- Continuously evaluates and improves existing training programs by incorporating new techniques, feedback, and industry trends
- Generates reports for leadership on training ROI, progress, and outcomes, providing insights for future improvements
- Stays updated with industry best practices, learning technologies, and emerging trends in OD and training
- Performs other duties as assigned
Knowledge Skills and Abilities

Minimum Requirements
• A bachelor’s degree in human resources, business administration, organizational development, talent development, or related field is required. Four (4) years of relevant experience may be considered in lieu of a bachelor’s degree
• Two (2) years of experience in training, learning and development, or a similar role is required
• Experience in organizing and delivering training programs, workshops, or employee development initiatives
• Knowledge of adult learning principles, instructional design, and best practices in corporate training
Preferred Qualifications
- Experience with creating and/or managing e-learning platforms or Learning Management Systems (LMS) preferred
- Familiarity with performance management systems and how they relate to training needs preferred
- Certification in Training & Development, such as Certified Professional in Learning and Performance (CPLP) or Associate Professional in Talent Development (APTD), is desirable
