POSITION SUMMARY
The Illinois Department of Central Management Services (CMS), Bureau of Property Management is seeking to a hire a Northern Facilities Manager for the bureau's Rockford and Northern region. This position will oversee and manage through subordinate staff, all facility operations and functions associated with all components of facilities and building management for assigned facilities including, but not limited to, maintenance and repair of buildings, preventative maintenance programs, grounds keeping services, janitorial services, security services and systems, electrical, carpentry, plumbing, HVAC repair and maintenance and the property control function for the facilities, identifying and reporting on currently utilized and surplus property. This position will also conduct ongoing analysis and research of programs for the facility management process to proactively identify and resolve deficiencies. The ideal candidate is someone who possesses facilities management experience, contract management experience, strong written and oral communication skills, and strong organizational skills. POSITION ESSENTIAL FUNCTIONS
- Under Administrative Direction of the Chicago & Northern Regional Facilities Manager, serves as a Northern Facility Manager for assigned facilities in the Northern/Chicago Region including, but not exclusive to Rockford, Sterling, Dixon, and other region facilities.
- Implements all facilities standardized operational policies, procedures, and techniques developed by senior management of the Bureau of Property Management to accomplish the efficiency and cost saving goals of the Bureau.
- Conducts ongoing analysis and research methods of improving facility operational efficiency, cost savings, and programs for the facilities management process to proactively identify and resolve deficiencies.
- Serves as liaison to Agencies, Boards, and Commissions in the use of assigned facilities.
- Serves as a full line supervisor.
- Reviews, evaluates, and approves invoices and confers with Bureau of Property Management (BoPM)/Fiscal Services to process payments for the procurement of facility services and supplies.
- Coordinates the procurement needs of the facility manager’s portfolio with the Region Facilities Manager.
- Provides guidance and assistance to Bureau leasing personnel in the review and evaluation of leases.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in facilities management.
PREFERRED QUALIFICATIONS
- Prefers three (3) years of professional supervisory experience.
- Prefers more than three (3) years of professional facility management experience.
- Prefers five (5) years’ professional experience enforcing health, safety, and environmental regulations such as Occupational Safety and Health Administration (OSHA) Standards.
- Prefers three (3) years’ professional experience supervising skilled trades staff.
- Prefers three (3) years’ professional experience with contract management.
- Prefers two (2) years’ professional experience estimating and budgeting for future needs and cost or space, equipment, supplies, and services related to facilities.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends. This also requires the ability to work in a 24-hour ‘on call’ capacity.
- Requires ability to travel to various sites/facilities in the performance of duties, with overnight stays as appropriate. Requires a valid driver’s license.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
