The Department of Healthcare and Family Services, Office of the Inspector General (OIG), Bureau of Medicaid Integrity is seeking to hire a highly professional Senior Audit Manager who will be responsible for leading and conducting key activities for OIG’s compliance oversight of the Department’s healthcare programs. The Senior Audit Manager will oversee the Audit Unit, which includes developing complex audit protocols, policies, and procedures, reporting audit results, establishing or refining existing audit plans, assessing the regulatory compliance needs of healthcare programs, and establishing training modules for staff operations utilizing various audit applications. The Senior Audit Manager will be expected to work independently and oversee multiple projects throughout their life cycle to completion. The Senior Audit Manager will also analyze statistical data and reports to identify and determine the compliance and regulatory issues related the healthcare regulations and guidelines. This position will require adherence to deadlines and the ability to multitask.

Essential Functions
- Subject to management approval, serves as the Senior Audit Manager by planning, organizing, directing, and evaluating the activities of the Audit Section of the Bureau of Medicaid Integrity (BMI) in the Office of Inspector General (OIG) for the Illinois Department of Healthcare and Family Services (HFS)
- Serves as a full line supervisor
- Implements, directs, and controls existing program procedures
- Directs and reviews the progress of referrals through administrative review process
- Serves as a liaison to various agencies and external stakeholders, including, Bureau of Professional and Ancillary Services (BPAS), RAC medical and long-term care units, Dental Contractor, and any other internal and external stakeholders
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business, or public administration
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Four (4) years of experience conducting or overseeing audits that require a more in-depth analysis of financial and/or medical records and experience with development, implementation, and monitoring of audits
- Two (2) years professional experience working in one or more of the following areas: utilization review, claims or billing, pharmacy operations, long-term care operations, healthcare, or compliance regulations
- Two (2) years professional experience working with compliance programs and/or regulations
- One (1) year professional experience utilizing certified medical coding program guidelines from a national organization such as the American Academy of Professional Coders (AAPC) or the American Health Information Management Association (AHIMA)
- Two (2) years of professional experience drafting audit reports, programs, recommendations, or workpapers/white papers
- One (1) year of professional supervisory experience working within a government, public, or private organization
- Two (2) years of experience with Microsoft applications such as Word, Excel, and PowerPoint
- One (1) year of professional experience working with data analysis of compliance-related data and indicators
- One (1) year of experience with medical terminology
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires ability to travel in the performance of duties, with overnight stays as appropriate
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
- Requires the ability to utilize and maintain a state issued equipment such as a laptop
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
