Position Overview
The Illinois Environmental Protection Agency (IEPA) is seeking a qualified individual with a strong background in the Illinois Environmental Protection Act ("Act") and associated Air Pollution regulations to serve as Section Manager of the Field Operations Section in the Bureau of Air/Air Pollution Control. The successful candidate will plan and direct the State-wide activities of the Illinois EPA’s Field Operations Section ("Section") consisting of inspectors, working supervisors and managers in the Illinois EPA's regional offices. This individual will be responsible for managing the everyday activities of the Section including inspection and enforcement of sites and assisting other programs in the Bureau. The successful candidate will set priorities for the Section and ensure activities are consistent with State and Federal regulations.

Essential Functions
- Serves as Section Manager Bureau of the Air/Air Pollution Control (BOA), Field Operations Section (FOS):
- Serves as full-line supervisor to staff and through subordinate supervisors professional and technical staff of the BOA/FOS:
- Consults and/or attends meetings with other entities and governmental bodies including
- Consults with other Agency staff to assure efforts of all programs related to Federal and State standards, regulations and rules are properly coordinated and goals are achieved.
- Determines Section organization, staffing, and activity structure (i.e., staffing, equipment, travel, overtime, commodities, etc.)
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college.
- Requires four years of progressively responsible administrative environmental work experience in a public or business organization.
Preferred Qualifications
- Prefers at least (4) four years of experience in analyzing, implementing or enforcing state and federal laws, rules, and regulations pertaining to air pollution control.
- Prefers at least (4) four years of experience in conducting field inspections related to air pollution control.
- Prefers at least (4) four years of experience in communicating with all levels of stakeholders in an organization, both internal and external.
- Prefers at least (4) four years’ experience reviewing, analyzing, interpreting, and implementing program policies within a public or private organization or business.
- Prefers at least (4) four years of experience preparing comprehensive reports, memos, correspondence, etc. in a clear and concise manner.
- Prefers at least (4) four years of experience building a team and developing and maintaining a harmonious working relationship.
- Prefers at least (4) four years of experience supervising professional staff in an office setting.
- Prefers experience utilizing a personal computer with knowledge of Microsoft Word, Access and Excel software.
- Prefers possession of a bachelor’s or master’s degree in a physical or life science, geology or engineering.

- Requires the ability to be HAZWOPER certified within 90 days of employment and maintain it annually with an (8 hour refresher) per 29 CFR 1910.120.

Term Appointment: Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Environmental Protection Agency’s discretion.
