Position Overview

The Division of Developmental Disabilities is seeking to hire a Social Service Program Planner IV to serve as a Quality Review Team Lead Specialist in the provision of comprehensive technical assistance to agencies evidencing difficulty in meeting standards for providers. Conceptualized, designs and analyzes programs or plans for the services provided. Provides the most complex input in planning, coordinating, conducting and analyzing the reviews of programs. Travels to conduct the most complex random and targeted surveys and visits developmental disabilities service agencies to determine the level of compliance in relation to Medicaid waiver and contractual expectations with applicable developmental disabilities rules, DHS principles, philosophy and best practice criteria. Prepares survey forms, correspondence and reports of complex findings and recommendations.

Essential Functions

  • Serves as a Quality Review Team Lead Specialist in the provision of comprehensive technical assistance to agencies evidencing difficulty in meeting standards for providers.
  • Travels to conduct the most complex random and targeted surveys and visits developmental disabilities service agencies to determine the level of compliance in relation to Medicaid waiver and contractual expectations, with applicable developmental disability rules, Department of Human Service principles, philosophy and best practice criteria.
  • Prepares survey forms, correspondence and reports of complex findings and recommendations.
  • Leads evaluations of the independent service coordinator process for individuals with disabilities, including both policy and implementation issues.
  • Provides written and verbal feedback and guidance to agencies and informs Department staff regarding problems/possible solutions.
  • Compiles information for referral to the Office of Accreditation, Licensure and Certification, the Office of the Inspector General and others.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of master’s degree. 
  • Requires two years (2) of progressively responsible professional experience in community organization, social service work or in program planning and development. 

Specialized Skills

  • Of the two years (2) required experience, requires two years (2) developing and demonstrating leadership skills comparative to conducting on-site independent focused surveys/reviews in community-based developmental disabilities programs. (Remote surveys/reviews acceptable only if state-enforced restrictions limit on-site review, such as due to a pandemic.)

Preferred Qualifications

  • Two (2) years developing and demonstrating leadership skills comparative to leading on-site independent focused surveys/reviews in community-based developmental disabilities programs.
  • Three (3) years of professional experience analyzing and evaluating programs and operations for a public or private organization utilizing multiple software applications.
  • Two (2) years of professional experience interviewing individuals and consulting on development of corrective action plans.
  • Two (2) years of professional experience communicating in oral and written form with internal and external stakeholders for a public or private organization.
  • Two (2) years’ experience of leadership, problem solving and communication skills to conduct onsite surveys for community-based providers of individuals with mental health illnesses or developmental disabilities.
  • Two (2) years of professional experience providing technical assistance, following up on cases and investigative recommendations to community-based providers of individuals with developmental disabilities and/or mental illness.

Conditions of Employment

  • Requires a valid driver’s license.
  • Requires the ability to travel extensively including overnight stays.
  • Requires ability to meet criteria for a Qualified Intellectual Disabilities Professional (QIDP).
