Position Overview
Under the Director's Office Legal Division, the Technical Advisors serve as subject matter experts on various areas of the law impacting the Department's operations and programs. Completes special projects related to the firearms rights and responsibilities as delegated by the Chief Counsel or the other Senior Command as authorized by the Director. Analyzes policies, practices and procedures as it pertains to statutory mandates and deadlines. Provides legal interpretation in the form of legal memoranda on statutes and rules which impact the Technical Advisor's assigned area of expertise. Makes recommendations to the Chief Legal Counsel and Senior Command regarding changes to relevant work unit operations and workflow processes. Prepares law bulletins to inform department members of new statutory and regulatory provisions as well as new case law within the Technical Advisor's scope of expertise. Essential Functions
- Serves as a Technical Advisor in the Illinois State Police Legal Office; serving as a subject matter expert on legal issues impacting the operations of the Department, which includes but need not be not limited to firearms rights and responsibilities.
- Performs legal research and provides legal interpretation on an assigned area of legal expertise, which may include but need not be limited to firearms rights and responsibilities, to ensure operational compliance with existing law.
- Advises and meets with the Chief Legal Counsel and Senior Command to provide for the evaluation of proposed operational or workflow process changes.
- Participates in meetings with the Chief Legal Counsel and Senior Command to provide legal analysis on proposed rules and legislation.
- Provides legal advice on proposed guidelines for the training of new and existing staff.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires graduation from a recognized law school.
- Requires possession of a valid license to practice law in Illinois.
- Requires two years' professional experience in the practice of law.
Preferred Qualifications
- Prefers three (3) years of experience with legal research and writing.
- Prefers two (2) years of experience drafting, researching or analyzing legislation.
- Prefers two (2) years of experience with the administrative rulemaking process in Illinois.
- Prefers two (2) years of experience with state and federal firearms laws and regulations as a licensed attorney.
- Prefers one (1) year of experience with preparing and/or delivering training on statutory or regulatory provisions as they pertain to the operations of a work unit.
- Prefers one (1) year experience with analyzing operational efficiencies to include work flow analysis.
