Essential Functions

⦁    Subject to management approval, serves as the Telecommunications Operations Manager for the Department of Innovation & Technology (DoIT) planning, developing, organizing, controlling, and administering policy for the state’s telecommunications operations which serves all client state agencies, boards and commissions, the Governor’s, and Lieutenant Governor’s Offices, the Governor’s Office of Management and Budget (GOMB) and other governmental entities.
⦁    Serves as official agency spokesperson on behalf of the Agency and the Chief Network Officer in developing effective partnerships between DoIT and client agencies to define and develop telecommunications services. 
⦁    Reviews and modifies existing program objectives and develops new program objectives by interfacing with Agency and Bureau fiscal offices.
⦁    Directs and coordinates with DoIT department managers and senior management to establish and maintain effective and collaborative working relationships between Telecommunications Operations and other departments within DoIT. 
⦁    Directs technical program budget preparation and controls appropriation of technology expenditures by analyzing and providing management with justification of expenditure as well as information on feasibility, availability and pricing of telecommunication technologies and services.  
⦁    Serves as full line supervisor.
⦁    Performs all other duties as required or assigned that are reasonably within the scope of the duties enumerated above.
 

Minimum Qualifications

⦁    Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related Information Technology field.
⦁    Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.
⦁    Requires four (4) years of professional experience supervising and mentoring a team of Information Technology professionals.
 

Preferred Qualifications

⦁    Four (4) years of professional experience planning, developing, and administering telecommunications policies and operations for large-scale, multi-agency environments, including setting strategic goals, guiding work plans, and aligning resources to achieve organizational objectives efficiently.
⦁    Four (4) years of professional experience with telecommunications planning including budget preparation, contract negotiations and drafting Statements of Work (SOWs), Requests for Proposals (RFPs), and Invitations for Bid (IFBs).
⦁    Four (4) years of professional experience in telecommunications design and pricing, including developing cost-effective solutions and evaluating pricing strategies for facilities, equipment, and services.
⦁    Four (4) years of professional experience working with contractors, vendors, and service providers. 
⦁    Extensive knowledge of utilizing IT Service Management (ITSM) and IT Infrastructure Library (ITIL) best practices to improve efficiency, enhance service delivery, and manage telecommunications operations effectively. 
⦁    Extensive knowledge of enterprise VOIP, SIP, SMS and multi-channel/omni channel contact center solutions, with the ability to integrate and coordinate complex work projects across multiple state agencies effectively. 
⦁    Ability to develop, implement, and evaluate Key Performance Indicators (KPIs), methods, procedures, and performance standards specific to telecommunications operations, ensuring the effective delivery of services and alignment with organizational goals.
⦁    Ability to lead and manage teams responsible for provisioning and Tier I maintenance of telecommunications and IT networks, including voice, video, data, and wireless technologies while ensuring delivery of reliable and efficient services.
⦁    Ability to analyze administrative problems and adopt an effective course of action.
⦁    Developed verbal and written communication skills to present technical information to others with clarity and precision.

⦁    Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General for the Agencies (OEIG) of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine. 
⦁    Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties. 
⦁    Requires the ability to lift and carry objects or equipment weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Innovation and Technology’s discretion.
