Position Overview

The Department of Commerce & Economic Opportunity (DCEO) is looking to hire a Senior Program Development Manager in Chicago. The Program Development Division Manager is responsible for developing, planning, and implementing workforce development programs in Illinois. The Program Manager works with the Office of Employment and Training (OET) management team under the general direction of the OET Deputy Director. This position provides executive-level support for developing, implementing, and coordinating workforce development programs, projects, and initiatives. The Program Division Manager also gives executive-level support to the administration, reporting and evaluating workforce development programs, projects, and initiatives. Essential Functions

  • Manages the Program Development Division of the Office of Employment and Training.
  • Directs the development of workforce programs and initiatives for the DCEO Office of Employment and Training.
  • Directs staff to design and implement an assessment strategy using qualitative and quantitative standards of measurement to evaluate performance of projects funded through state operated WIOA and Trade program.
  • Serves as working supervisor.
  • Provides input and analysis to support the development and justification of the annual program budget for the Program Developments Division.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business, management, public administration.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
  • Preferred Qualifications

  • Prefers at least four (4) years of progressive experience developing program policies, procedures, and funding application documents to support workforce development grant programs.
  • Prefers at least four (4) years of experience developing and delivering public presentations in a variety of settings.
  • Prefers at least four (4) years of experience conducting quality control analysis of programs, projects and initiatives to assess the requirements, activities and outcomes.
  • Prefers at least four (4) years of progressively responsible work experience in administering the Workforce Innovation and Opportunity Trade Act programs.
  • Prefers at least four (4) years of experience utilizing Microsoft Office Suite and web-based information management tools.
  • Prefers at least two (2) years of administrative work experience with the administrative requirements of State of Illinois grants and the Grant Accountability and Transparency Act.
  • Conditions of Employment

  • Requires appropriate, valid driver's license.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires completion of a background check and self-disclosure of criminal history.
