Summary You will serve as an IT Specialist (INET) in the Naval History and Heritage Command (NHHC) of NAVAL HISTORY AND HERITAGE COMMAND. Responsibilities You will oversee and coordinate the NHHC Web Program that includes direct management of the command’s website as well as coordination of other enterprise websites and media sites. You will provide strategic direction for the command’s web program and develop cohesive policies and guidelines for website design, and technology. You will lead development of web template page creation and maintenance to ensure accessible user interfaces, effective information design, and responsive technologies. You will be responsible for establishing oversight of the web authoring process throughout NHHC. You will work closely with command staff to organize workflow and structure for content creation and maintenance. You will develop guidelines and best practices. You will lead formal assessments of current web-based services to identify deficiencies where current services are not meeting both internal and external user needs. You will collaborate with other command staff and the Chief Information Officer to investigate and integrate increasingly effective discovery tools into the command’s web presence. You will oversee the management of technical systems used for web page content creation and delivery. You will manage the Web Program team functions including website administration, site maintenance, development and support. You will manage web design projects, development initiatives, and other innovation projects. You will participate in local, national, and international organizations and interest groups to keep abreast of developments in web programs for archives, libraries, museums, and other historical programs and general information technology standards. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined : 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector demonstrating a knowledge of web technologies, techniques and best practices to help position an office's website and social media sites for the future. You must possess excellent computer skills and a technical aptitude; you must have experience with Google Analytics and Adobe Experience Manager (AEM) working with a staff that is doing scripting, programming, and systems administration. You must be able to communicate excellently both orally and in writing. Examples of specialized experience include : 1) Managing functions in the areas of website design and developmental projects; 2) Applying a knowledge of naval and military terms and technology, organizational structure and policies of the Defense and Navy Departments, and a broad knowledge of American history and current events and how they relate to the actions of the Navy and Defense Departments; 3) Preparing, packaging, and presenting a range of knowledge products tailored for electronic publishing on an office's website that provides convincing evidence of new findings and critical information. To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
