This position is located within DHS, Immigration & Customs Enforcement (ICE), ERO, ICE Health Service Corps (IHSC), Office of Deputy Assistant Director, Health Information and Technology Unit (HITU). The incumbent serves as the program analyst within the Asset Management Office (AMO) and reports directly to the Supervisory Lead. This is a non-supervisory position.

Qualifications:

Responsibilities:
DUTIES AND RESPONSIBILITIES:- Collaborate with other units and offices within the department, the Office of Chief Information Officer (OCIO), and ERO in developing, negotiating, and coordinating for how assets (IT and medical asset/device) and its associated services are acquired, operationalized, maintained and decommissioned.
- Create, maintain, enhance, and/or oversee processes for staff requesting IHSC approval and/or funding for new and existing IHSC asset (IT and medical) initiatives and services.
- Conduct cost-benefit analyses, risk assessments, and analysis of alternatives activities to assist IHSC staff develop proper business case documentation to support their asset (IT and medical) requests.
- Work with IHSC stakeholders to define requirements that will support intended business outcomes. Lead requirement gathering sessions and workgroups to accurately capture and document IHSC stakeholders' functional requirements.
- Develop and maintain Standard Operating Procedures (SOPs), instructions, workflows, guides and/or trainings to support asset (IT and medical) management processes and best practices.
- Support development of policy, procedures and strategies governing the planning and delivery of asset (IT and medical) management services throughout IHSC.
- Support development of an AMO SharePoint site to properly maintain and organize documentation and artifacts.
- Develop and/or make more efficient processes for reporting, tracking and prioritizing asset (IT and medical) management program issues by working closely with other ICE units, offices, OCIO and project support teams to minimize downtime and maintain efficiency.
- Perform Contracting Officer's Representative (COR) and/or Project Officer responsibilities for ensuring contractor compliance and the delivery of contract deliverables. Incumbent responsibilities as a COR are commensurate with the complexity, value, technical direction, and monitoring required for a given contract and are specified in the COR Appointment Letter. The COR performs duties and complies with the responsibilities and limitations specified in the Appointment Letter including the documentation of actions taken under such delegation of authority. Incumbent acts as technical liaison between the Contracting Officer and the Contractor with respect to monitoring the Contractor's performance against the contract Specification, Statement of Work (SOW), and Quality Assurance Surveillance Plans (QASP) and communicating any potential problems with the Contracting Officer. The COR utilizes the QASP in conducting surveillance and oversight of Contractor performance for service contracts.
- Support process improvement within HITU by identifying, analyzing and improving existing operational processes; as appropriate, develop new processes.
- Support budgetary activities associated with tracking of asset (IT and medical) acquisitions, spend plans for current and future projects, Service Level Agreements (SLA), and Inter/Intra-Agency Agreements (IAA), and developing cost estimates.
- Conduct market research, coordinate demonstrations; develop white papers and issue papers; conduct analysis of alternatives to identify solutions that align with IHSC asset (IT and medical) program requirements.
- Perform risk management; identify and assess project risks, mitigate threats and identify opportunities.
- Develop, monitor and manage an integrated master schedule for asset (IT and medical) inspection, refresh, calibration, and maintenance tasks.
- Lead, facilitate, coordinate and participate in designated asset (IT and medical) related meetings.
- Perform updates of IT or medical asset information (enter, remove, reassignment) in Sunflower Asset Management Solution System or Medical Asset Management System in a timely manner.
- Perform audits and conduct inventories of IT or medical assets.
- Occasional travel required to support IHSC facilities.
