Summary

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director (DAD) of Administration, Health Information and Technology Unit (HITU). This is a non-supervisory position.

This position is only open to USPHS officers and Call to Active Duty (CAD) candidates.

Duties

DUTIES AND RESPONSIBILITIES :

Specific duties include but are not limited to :

  • Collaborate with other units and offices in the Office of Chief Information Officer (OCIO) in developing, negotiating, and coordinating on how IT software, hardware assets and / or services are acquired, operationalized, maintained and decommissioned.
  • Create, maintain, enhance, and / or oversee processes or request for IHSC approval and / or funding for new and existing IT initiatives, software and services.
  • Conduct cost-benefit analyses, risk assessments, and analysis of alternatives activities to assist IHSC staff to develop proper business case documentation to support their IT initiative(s).
  • Work with IHSC stakeholders to define requirements that will support intended business outcomes. Lead requirement gathering sessions and workgroups to accurately capture and document functional requirements.
  • Develop Standard Operating Procedures (SOPs), instructions, guides and / or trainings to support IT project management processes and best practices.
  • Support development of policy, procedures and strategies governing the planning and delivery of information technology services throughout IHSC.
  • Support development of a SharePoint site to properly maintain and organization documentation and artifacts.
  • Develop and / or make more efficient processes for reporting, tracking and prioritizing IT system issues by working closely with OCIO and project support teams to minimize downtime and maintain clinic efficiency.
  • Serve as technical liaison between the Contracting Officer and Contractor, contract performance monitoring, develop contract deficiency reports and action plans, invoice validation and payment processing within ICE Financial Operations guidelines and the Prompt Payment Act, coordination of meetings, site visits, and program reviews.
  • Develop and maintain a detailed project plan that outlines the scope, objectives, deliverables, milestones, risks, and dependencies of the contract.
  • Coordinate and communicate with the contracting officer, Program Manager, contractor, acquisition manager, and internal stakeholders on all aspects of the contract, including contract administration, performance evaluation, change management, issue resolution, and reporting.
  • Coordinate with subject matter experts and internal stakeholders on requirements gathering to develop Statement of Work (SOW), Performance Work Statement (PWS), Statement of Objectives (SOO), Quality Assurance Surveillance Plans (QASP) and contract success metrics, developing Independent Government Cost Estimates (IGCE), and conducting effective Market Research.
  • Identify and mitigate any potential risks, issues, or challenges that may affect contract execution / administration and outcome.
  • Manage and document any contract modifications, amendments, or extensions, obtaining the necessary approvals from the contracting officer and internal stakeholders.
  • Support process improvement within HITU by identifying, analyzing and improving existing operational processes; as appropriate, develop new processes.
  • Support budgetary activities associated with tracking IT acquisitions, spend plans for current and future projects, SLAs, and IAAs, and developing cost estimates.
  • Conduct market research, coordinate demonstrations; develop white papers and issue papers; conduct analysis of alternatives to identify solutions that align with project requirements.
  • Perform risk management; identify and assess project risks, mitigate threats and identify opportunities.
  • Develop, monitor and manage an integrated master schedule for IT projects.
  • Lead, facilitate, coordinate and participate in designated IT project meetings.

  • ASSIGNMENT PAY AGREEMENT : You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission.

  • PHYSICAL DEMANDS :

  • Sitting and / or standing for extended periods of time (6-8 Hours).

  • If clinician, will be tasked to TDY internally for minimum two weeks, maximum 30 days annually to assist with field operations.
  • Education

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES :

  • Minimum a Masters' of Science in a health care related field preferred and project management experience.
  • Incumbent must possess at a minimum a Level II COR Certification or must obtain within one year of hire through Cornerstone OnDemand (CSOD).Knowledge of project management.; Federal Acquisition Certification for Program and Project Managers (FACP / PM) or Project Management Professional (PMP) certification from the Project Management Institute preferred or obtain FAC-P / PM Level II within three years of hiring.
  • Knowledge of medical, administrative, ethical and legal requirements and standards related to healthcare delivery and the privacy of protected patient information.
  • Experience in the application of regulations and standards in the development, storage and communication of medical information.
  • If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
  • Ability to provide input for responses to congressional inquiries and to effectively communicate.

  • Preferably have experience in correctional or detention health care.

    This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director (DAD) of Administration, Health Information and Technology Unit (HITU). The incumbent serves as a program analyst within the Portfolio Management Office (PMO) for the ICE Health Service Corps (IHSC) and reports directly to the Supervisory Lead. This is a non-supervisory position.
