Position Summary

The Workforce Support Navigator will connect clients affected by substance use disorder (directly or indirectly via a family member) to education, training, and employment opportunities. The expectation is that the Workforce Navigator work with the Workforce Advisor(s) and Resource Manager(s)to identify and provide stabilization case management support due to behavioral health and substance use concerns. Clients can receive stabilization case management services via the Workforce Support Navigator up to 90 days. Additionally, the Workforce Support Navigator will coordinate services identified by the customer to link them to necessary resources such as support groups, housing, and mental health assistance. This position will also provide customers one-on-one coaching services to reduce barriers to employment, recovery, and economic self-sufficiency. The Navigator will network and establish working relationships with local agencies and community groups that provide services to individuals affected by the opioid pandemic such as Drug and Alcohol Organizations, Recovery Homes, etc.

Essential Functions
Assess eligibility and suitability for a variety of workforce development programs.
Assist customers in navigating appropriate programs, agencies, and/or resources to support participant economic self-sufficiency and recovery.
Provide support with job readiness, education/training activities and employment services.
Assess needs in partnership with the customer, obtain authorization, and facilitates supportive services to assist in removing barriers that may prevent successful completion of the program.
Collaborate with the center team and leadership to offer insight into the experience of living with a substance use disorder and/or other lived experiences (such as incarceration, homelessness, etc.) and relevant supports to assist in identifying program-specific services that are conducive to recovery and workforce engagement.
Monitor and record participant data into designated case file and information management systems as needed; enter case notes documenting services into systems as needed.
Coordinate with service provider and referral organizations such as Office of Vocational Rehabilitation (OVR), the Community Behavioral Health (CBH) and the OPIOID Response Unit in Philadelphia to align and coordinate services and resources.
Develop partnerships with community organizations and employers that have experience in working with the individuals experiencing substance use disorder.
Attend team meetings and center-wide meetings.

Education/Professional Experience

Bachelors in Human Services or a related field, plus 1 year of experience collaborating with individual in recovery or those who have a history of substance abuse or 5 years of relevant experience.
Certification as a Peer Recovery Counselor/Certified Peer Counselor is preferred.
Experience in workforce development programs, services, techniques, and performance, or experience with other community-based service delivery systems
Excellent customer service skills
Proven experience with Microsoft Excel, Word, and Outlook
Strong verbal and written communication skills
Ability to facilitate training and work with diverse populations, including the competence and skill to establish supportive trusting relationships and always respect the rights of each participant on their case load.
Knowledge regarding the Office of Vocational Rehabilitation (OVR), the Office of Developmental Programs (ODP), and the Office of Long-term Living (OLTL) preferred.
Strong presentation development, marketing, and presentation delivery skills
Strong ability to identify and establish networking opportunities with other resources.
