Business Analyst

Business Analyst position related to the request for the procurement of
HBITS contractors, to assist existing staff in the remediation of Public
Safety end-of-life (EOL) applications/systems. This purchase is
supported by Cyber Budget - Cyber Remediation Capital funds (SPID
#7154), Cyber Funding tab on Capital Plan.
Qualifications

· Business Analyst- Analyzes an organization or business domain
(real or hypothetical) and documents its business or processes or
systems, assessing the business model or its integration with technology
with distinct deliverables to a solution

· Expert- 84 Months: Candidate is able to provide guidance to
large teams and/or has extensive industry experience and is considered
at the top of his/her field.

· 60 months experience developing and/or maintaining system
artifacts and documentation including business requirements, user, and
functional requirements, project process documentation, quality
assurance and contingency operations plans and reports.

· 60 months experience in obtaining and writing use cases,
process models, workflows, creating screen mock-ups, report mock-ups and
technical documents.

· 60 months QA experience including the following:

o Create Test Plans, Test Cases, and Test scripts

o Execute functional and system tests including regression tests using
manual and automated testing tools and record results using HP
ALM/Quality Center (or equivalent)

o Identify and document application defects and track to resolution,
performing retesting as required.

o Identify and document deficiencies in system documentation (e.g.
missing or ambiguous requirements) identified during the testing
process.

o Ensure appropriate test coverage by mapping system requirements to
test cases

· 24 months experience validating requirements and executing test
cases specific to web services. Experience should include using testing
tools such as Postman, SoapUI or an equivalent

Day-to-Day tasks

· Review business and functional requirements, as well as related
Use Cases related to multiple DOCCS Web Application and Web Services

· Create and maintain documentation in Testing Tools such as HP
ALM; coordinate, create and update Knowledge Base and Application
documentation

· Develop or maintain detailed test plans/test cases/test scripts
from documented system requirements related to Web Services and Web
applications

· Execute functional and system tests including regression tests
using manual and automated testing tools and record results using
testing tools. Use tools such as HP ALM/Quality Center, SOAP UI and
POSTMAN

· Identify and document application defects and track to
resolution, perform retesting as required.

· Identify and document deficiencies in system documentation
(e.g. missing or ambiguous requirements) identified during the testing
process.

· Ensure appropriate test coverage by mapping system requirements
to test cases

· Lead the communication and reporting of testing results to BA
Management, Application Development team, and Enterprise Architecture
team

· Attend Remediation Effort meetings and communicate progress and
status
