Summary: The Independent Living Skills (ILS) Program Manager is responsible for overseeing the daily operations of the ILS program, ensuring high-quality, person-centered services that promote independence for individuals receiving support. This position supervises the ILS team, providing training, coaching, and ongoing professional development, while fostering a collaborative and supportive team environment.
Essential Functions*:
- Oversee the daily operations of the ILS program, ensuring services align with best practices and organizational goals.
- Develop, implement, and maintain program policies, procedures, and quality assurance measures.
- Monitor program effectiveness through regular assessments and audits, making improvements as needed.
- Assist in the development and management of the program budget, tracking expenditures and financial performance.
- Review and submit department billing.
- Prepare and submit reports to funding agencies and stakeholders.
- Maintain accurate and up-to-date records of program activities and outcomes.
- Hires, trains, supervises, and evaluates program staff.
- Provide ongoing training, coaching, and professional development opportunities.
- Foster a supportive and collaborative team environment.
- Ensure staff adhere to program policies, procedures, and compliance requirements.
- Ensure that services are person-centered and tailored to each participant’s unique needs, goals, and preferences.
- Assist in the development and implementation of Individual Support Plans (ISP).
- Monitor participant progress and make recommendations for service adjustments as needed.
- Build and maintain strong relationships with community partners, including regional centers, service providers, and other stakeholders.
- Represent the program at community meetings, events, and networking opportunities.

Qualifications
Required Education and Experience

Education:
- Associate’s degree in human services or related field.
Experience:
- Must have a minimum of five years’ experience working in the Human Services field, preferably in services for individuals with Intellectual and Developmental Disabilities (IDD), with indications of increasing levels of responsibility.
- Two years of experience in supervision and support of staff.
- One year of experience providing independent living services to individuals with IDD.
- Proficiency in MS Office Suite.
Preferred Education and Experience:
Education:
- Bachelor’s degree in human services or related field
- Completion of person-centered thinking/planning training.
- CPR/First Aid Certification
Experience:
- Three years of experience in program management, independent living services, or a related area.
Additional eligibility requirements
- Must be able to verify employment eligibility under USCIS I-9 requirements
