The Safety Manager is responsible for leading and maintaining the Value Safety culture through the development and enforcement of safety and compliance protocols. This position requires an in-depth understanding of regulatory requirements, particularly those of MSHA (Mine Safety and Health Administration), and a strong background in risk management. The Safety Manager's primary duties include implementing safety initiatives, ensuring compliance with safety regulations, delivering training to employees and contractors, and managing the company's Value Safety Program. Essential Functions
Safety and Compliance Training
Education: High School Diploma or GED, Bachelor's degree in safety management, Environmental Health, Industrial Hygiene, or related field preferred.
Work Experience: Minimum 10 years of progressive experience in safety or industry management roles with extensive knowledge and experience with MSHA and OSHA regulations, industry best practices, and risk management
Computer Skills: (Excel, Word, Outlook)
Facilitation and training experience
Demonstrated ability in leading safety programs and developing comprehensive training initiatives
Required Licenses & Certifications: General Mineral Miner, Valid drivers license
Behavioral Competencies:
- Location: Candidates must be in the Richmond VA metro area or be willing to relocate (relocation assistance available).
- Work Arrangement: Job requires being onsite mining quarries. Frequent travel to sites in Virginia and North Carolina required. Company truck will be provided.
- Salary Range: Dependent on experience. Approximate range is $85K to $130K bonus pension 401K match

Essential Functions
Safety and Compliance Training
- Partner with manager and safety coordinators to develop, improve, and lead new miner training and supply site-specific safety training resources.
- Manage the Part 46 Training compliance program and use data analytics to identify and develop new training opportunities.
- Develop, implement, and provide on-site safety training for contractors, plant teams, and customers, enhancing overall site safety. Innovate and improve processes.
- Ability to identify alternative training resources.
- Key resource, and sought after as a subject matter expert, to provide safety training enterprise wide.
- Ability to handle complex safety situations with confidence, empathy, and high competence.
- Mentor Safety Coordinators, and train in proving classes.
- Champion the integration of the Value Safety Program, promoting safety principles across regional leadership.
- Undertake Near-Miss, Loss Control, and Injury Investigations, and participate in MSHA site safety inspections.
- Analyze site inspection data to identify trends and implement improvements at site and regional levels.
- Ability to mentor others in leading Root Cause Analysis team and process. Present the information to leadership teams. Conduct Root Cause Analysis, present findings, and implement Best Management Practices.
- Innovate and improve processes using WEOE data.
- Recognizes longstanding behaviors, whether positive or negative, to drive continual improvements to the Value Safety Program.
- Interpret and influence the outcome of citations using the Program Policy Manual (PPM) and Program Information Bulletins (PIP) to provide actionable recommendations for site compliance (lower in severity or contest with assistance from the Value Safety Manager). Use knowledge of site-specific conditions to influence and guide discussions with MSHA, focusing on historical data, trends, and specific hazards.
- Maintain essential record keeping and ensure contractor compliance with all regulatory, insurance, and company requirements.
- Mentor and coach Safety Coordinators, Regional, and Plant Leadership teams on Value Safety, regulatory compliance, recordkeeping, and company standards.
- Ability to develop new processes that influence the Value safety program and culture.
- Mentor others, communicate knowledge of site-specific health hazards such as Naturally Occurring Asbestos (NOA), Silica, and Noise. Ability to recognize and mentor others in the importance of IH testing results (Engineering controls, Admin Controls)
- Actively involved, potentially chairing, in industry safety associations. Can influence outside the company and enterprise wide.
- Ensure accurate record keeping of Industrial Hygiene (IH) results and assist with the worker’s compensation process.
- Engage actively in industry associations to stay abreast of trends and best practices.
