Position Overview
The HCBS Quality & Advocacy Specialist plays a key role in ensuring the quality and compliance of all Home and Community-Based Services (HCBS) programs. This position is responsible for managing referrals, admissions, discharges, and overall quality assurance, acting as the primary advocate for clients. As a liaison between clients, service agencies, and other stakeholders, the Specialist works to secure appropriate services and ensure that clients receive the support they need in alignment with the Hills & Dales mission. The role involves reviewing and analyzing client case records, auditing compliance procedures, and evaluating care delivery to ensure adherence to Iowa Administrative Code, CARF standards, and agency policies.

Position Overview
The HCBS Quality & Advocacy Specialist plays a key role in ensuring the quality and compliance of all Home and Community-Based Services (HCBS) programs. This position is responsible for managing referrals, admissions, discharges, and overall quality assurance, acting as the primary advocate for clients. The role involves reviewing and analyzing client case records, auditing compliance procedures, and evaluating care delivery to ensure adherence to Iowa Administrative Code, CARF standards, and agency policies.
Key Responsibilities
Referral & Admission Coordination:
- Facilitate the referral and admission process for HCBS clients, ensuring smooth transitions and timely access to necessary services. Manage discharges and collaborate with external agencies on referrals to meet client needs.
- Actively advocate for the rights of individuals and groups, ensuring that all clients receive the services they are entitled to in a respectful and empowering manner.
- Serve as the main point of contact for parents, guardians, and other stakeholders, facilitating clear and effective communication regarding clients' services and needs.
- Support clients in maintaining eligibility for benefits, ensuring that all necessary documentation is accurate, up to date, and in compliance with regulations.
- Review client documentation and conduct audits to ensure that all practices meet compliance standards set by Iowa Administrative Code and CARF. Monitor and evaluate care delivery methods to uphold quality assurance across HCBS programs.
- A Bachelor's degree in Human Services, Health-Related Fields, or a closely related area.
- Previous experience with HCBS Waiver services preferred.
- A valid driver's license and the ability to operate an agency vehicle.
- Must be free of any conviction or prior employment history related to child or resident abuse or dependent adult abuse.
- Knowledge of Iowa Administrative Code, CARF standards, and quality assurance processes in the HCBS context.
- Strong organizational and communication skills, with the ability to build positive relationships with clients, families, and external partners.
- Ability to analyze and audit client case records for compliance.
- A compassionate, client-focused approach to advocacy and service coordination.
