Position Summary
The Manager of Learning and Development is responsible for planning, developing, and implementing, and measuring the outcome of staff education and professional development programs for ILS in California. This shall include care management and related activities, compliance, technical, customer service, and management skills, as well as professional development education and special initiatives designed to improve the performance of individual staff. The Manager will lead the development of curriculum and, along with their team, will provide classroom, small-group, and individual instruction.
The Manager will have direct reports and will be responsible for ensuring that team members understand and meet expectations, provide excellent service, participate as needed in program development, and receive yearly evaluations.

Essential Functions:
- Conducts interviews and hiring of direct reports. Completes a ninety-day introductory and annual performance evaluation of each direct report. Facilitates professional growth and improved proficiency of staff who are direct and indirect reports through mentoring and training. Conducts ongoing performance management of each direct report; establishes performance goals; and measures performance against goals.
- Plans, develops, and executes all aspects of ILS education and professional development programs.
- In collaboration with the Leadership team, the Manager leads the development and implementation of ILS’ comprehensive education strategy.
- Develops and presents targeted curriculum to support the continued professional development of ILS’ staff as part of Quality Improvement for continuous performance improvement, including incorporating feedback from the audit process.
- Collaborates with Directors, Managers, and Supervisors to update/maintain workflows, policies, and procedures to incorporate contractual and regulatory changes, as required, and for continuous process improvement updates. Ensures current workflows and policies and procedures are readily available to all staff via a shared location.
- Tracks all contractual and regulatory required training and staff completion of such training annually. Provides make- up training as needed and ensures all required training is completed each year for all active staff with contractual training requirements.
- Utilizes technological resources, including eCare, iRAD,RISE, WebEx, SharePoint,Teams, etc. and teleconferencing, as well as quality management practice to ensure that education is uniformly presented throughout ILS in California
- Coordinates and/or conducts initial orientation and on-boarding for all ILS’ staff in coordination with Directors and Supervisors. Provides feedback to staff managers on newly onboarded trainees to assist in the handoff from training to shadowing.
- Coordinates and/or conducts in-service education as needed to support QI and performance improvement initiatives, which may include field supervision/training, as needed.
- Prepares training materials for staff on any new, applicable eCare functionality, and trains staff on new functionality, as appropriate.
- Assists with staff education to ensure compliance with HIPAA and other relevant federal, state, and local regulations.
- Researches and introduces innovative approaches to staff education and professional development.
- Ensures that education and staff development objectives are met and fully integrated into ILS operations.
- Serves as an essential member of the ILS management/leadership team, maintaining a spirit of collaboration, mutual respect, confidentiality, and professionalism.
- Performs other related duties as required
Education and Experience
•Bachelor’s degree in related field and/or professional education related field is required
•Minimum three (3) years of relevant previous experience in management in health care or education field, experience as a Trainer is required
Required Skills,
•Able to create training agendas, manuals and job aides, departmental cross training when needed
•Excellent verbal, written and presentation skills required.
•Proficiency in MS applications (Word / Excel /PowerPoint) required.
•Must be willing to travel when needed.
