What are the responsibilities and job description for the Nurse (Risk Manager)-ESEP/MP position at Indian Health Service?
This position is located with the Division of Quality Management, Risk Management Branch at the Gallup Indian Medical Center in Gallup, NM. The primary responsibilities include maintaining Joint Commission readiness, risk management, and organizational compliance of regulatory conventions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-11: Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field -OR- Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Responsible for coordinating patient safety protocols and providing education to the staff about new procedures. Perform regular assessments of patient safety and the efficiency of the staff. Conduct risk-management training and risk analyses to determine potential risks. Ensure patient and staff safety, respond to claims of clinical malpractice, address patient complaints, and comply with federal and state regulations by review medical records for liability issues. Facilitate Root Cause Analysis and Healthcare Failure Mode and Effect Analysis activities and reporting. Responsible for making sure that the hospital or healthcare center as a whole embraces the overall culture of safety, providing regular training and retraining courses to staff. Improve patient outcomes, reducing risks, eliminating errors, implementing best practices and national initiatives, monitoring compliance, and leading organizational change.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

- The risk management practices include coordination of all aspects of hospital loss prevention and liability control, risk identification, remedial action, documentation, education and related issues at Gallup Service Unit.
- Ensures the collections and analysis of data to monitor the performance of processes that involve risk or that may result in serious adverse events ( e.g., preventative screening, diagnostic testing, medication use processes, and prenatal care).
- Analyzes data collected on adverse events, near misses, and potentially unsafe condition; providing feedback to providers and staff, and using this data to facilitate systems improvements to reduce the probability of occurrence of future related events. Root-cause analysis and systems analysis can be used to identify causes and contributing factors in the occurrence of such events.
- Investigates potential compensatory events from collected information and provides specific recommendations to the Risk Management Supervisor for evaluation and need for further escalation of the information to Executive Leadership.
- Responds to crisis situations that have risk management implications to assist staff. Answers medical-legal inquires of physicians, nurses, and administers regarding emergent patient care issues and loss control.
