Type: Tribal Salary Range: $60,935 to $97,495 / Per Year Open Period: 11/17/2014 to 11/17/2015 Summary: Oversee and administer the day to day operations of the accounting, finance, payroll, and tax work for the Pueblo of Jemez. Manage cash, budgeting, compliance, internal controls, credit and collection, audits, investments, financial and strategic planning. Advise executive leadership on financial management and strategic planning. Develop short and long term investment policies for operating cash requirements and for growth. Analyze financial reports and generate working capital and forecast information. Develop, modify, and enforce financial accounting system, reports and internal controls and procedures. Duties: 1. Oversee and administer the day to day operations of the accounting, finance, payroll and tax work for the Pueblo of Jemez. 2. Manage cash, budgeting, compliance, internal controls, credit and collection, audits, investments, financial and strategic planning. 3. Advise executive leadership on financial management and strategic planning. 4. Develop short and long term investment policies for operating cash requirements and for growth. Coordinate the Investment Committee for the tribal organization. Responsible for monitoring and reporting the results of the investment activity to the Governor and Tribal Council. 5. Develop and analyze financial reports and generate working capital and forecast information. 6. Analyze and review all statements, budgets, grants, contracts and cash flow and provide data-based information for decision making. 7. Analyze financial and economic development opportunities and initiatives as well as operations and development of the Tribal Enterprises. 8. Supervise finance functions and staff . 9. Analyze all internal and external financial reports. Review with Directors and managers. 10. Assist Directors and Managers in developing, modifying and monitoring program budgets. 11. Develop policies and procedures in adherence with Generally Accepted Accounting Principles (GAAP), relevant OMB Circulars and AICPA accounting standards and pronouncements. 12. Oversee computerized financial accounting systems to provide efficient systems management. 13. Conduct reviews and/or audits of financial programs to ensure expenditure of funds in accordance with regulatory or legal requirements. 14. Develop negotiation of annual indirect cost rate proposal. 15. Prepare on an annual basis the Tribal funds budget, reports, or other documents as required. 16. Perform other related duties as required. Qualifications: Bachelor’s Degree in Accounting, Finance, Business Administration or Economics required. M.B.A. preferred. C.P.A. preferred. Minimum of eight years management and strategic accounting/finance experience. Must possess a valid driver’s license and be insurable under the Pueblo’s insurance.
