Type: Tribal Salary Range: $67,028 to $107,245 / Per Year Open Period: 7/31/2015 to 7/31/2016 Summary: Responsible for comprehensive and integrated administration and management of the Department of Health and Human Services for the POJ; the setting up of objectives and policies of the organization; making the important decisions of the organization in its entirety; directing the total health care and human services system and fully accountable for managing all health care and administrative activities. Duties:
• Provides leadership and direction for the total JHHS health care system, administrative and clinical operations for a large tribally operated outpatient facility and community services; provides leadership and direction as a tribally-operated P.L. 93-638 Self-Governance Federally Qualified Health Center (FQHC) site and as HRSA designated Community Health Center site; executes directives from the Office of the Governor, Tribal Council and the JHHS Health Board and responsible to carry out the scope of service as prescribed in the IHS Self-Governance Compact; and 19 HRSA Program Requirements as a newly designated Community Health Center.
• Develops and implements long and short-term strategic plans and policies into operating practices with the Health Board, Tribal Council and JHHS staff that include vision, mission, realistic objectives and guidelines for the achievement of the plan as it relates to the Compact, FQHC and HRSA; monitors and maintains JHHS programs through various activities and planning processes using health statistics/status, community assessments, available resources and other data to assist in planning.
• Represents and advocates for the POJ and Native American beneficiaries in various tribal consultations with federal and state entities keeping abreast of policy and regulatory changes that may have an impact on tribes; develops talking points, position statements, and demand tribal consultation on behalf of POJ Tribal Leadership regarding national and state health care policies affecting the tribe; serves as a tribal representative and subject matter expert on the Native American Technical Advisory Committee for the NM State Medical Assistance Department; as an alternate tribal rep on the NM Health Insurance Exchange Native American Advisory Group; a National Workgroup for Contract Health Services for IHS whereby we provide the Director, IHS recommendations for funding CHS program and implementing Indian Health Care Improvement Regulations; serves on Native American advisory boards for various MCOs; provides advice and guidance in relationship to federal and state regulations and health policy; provides support and/or assistance with other POJ Programs like Planning and Development, NRD, Public Works, Law Enforcement, Tribal Courts, etc. in various activities such as grant support, planning tribal events, etc.
• Responsible for maintaining national accreditation/certification standards for AAAHC and HRSA 19 Program Requirements and assure that all performance improvement/quality assurance plans are in place and active; ensures progress and success of meeting organizational goals and objectives through development and implementation of program level 3-year strategic plans, organizational comprehensive policies and procedures; purchase and execution of automated systems, software, clearing houses; development of annual performance improvement, risk management and safety plans and goals; ensures that health and human services are provided in a consistent manner and in accordance with Government Performance Results Act (GPRA) initiatives, 19 HRSA Program Requirements, HIPAA regulations, Privacy Act Regulations, AAAHC standards and various grant requirements.
• Plans, organizes, administers, reviews and evaluates the activities of professional, technical and office support staff through subordinate managers and supervisors.
• Responsible for JHHS compliance with fiscal policies of the POJ for federal, state and grant funds and revenue; ensures that funds are properly accounted for through supervision, control and adjustment of funds among the various program operations and those funds are expended in accordance with applicable laws, regulations and POJ policies; participates and provides guidance to JHHS managers in the formulation of budgets for the expenditure of funds and for the estimation of budget needs for upcoming fiscal years.
• Responsible for developing and negotiating all contracts with the JHHS that support clinical and administrative operations and functions; works with the Tribal Attorneys and IHS Lead Negotiators, on the IHS Compact, Multi-Funding Agreements; Buy-Back agreements, etc.; works with outside consultants and firms on programming, planning and design of new construction projects; strategic facility planning; and large comprehensive feasibility studies; community surveys; and grants proposals.
• Provides and maintains a customer and employee satisfaction program through routine assessment, a patient complaint process, and immediate corrective action plans and documented implementation thereof.
• Contributes to the overall quality of the unit’s service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
• Serves as the primary contact/principal advisor regarding the 1950’s Congressional Contract with the University of New Mexico Hospital to assure all aspects of contract language is being met by both parties.
• Represents the Pueblo with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public. Qualifications: Master’s Degree in business/public/health administration; AND eight (8) years of direct managerial/executive experience in health systems administration.
